"I. PREPARATORY STEPS
1. Based on the annual work program or tasks assigned by the committee, the follow-up officer of the locality proposes, reports (in writing) to the permanent committee: Content; the party organization to be inspected; inspection plan (timeline, working hours of the team...) and anticipated members of the inspection team (referred to as the inspection team).
2. The Standing Committee considers, issues decisions, and plans for inspection (as per the required format).
3. The inspection team prepares an outline (as per the required format) for the party organization to prepare a self-inspection report; arranges a work schedule for the inspection team; holds a meeting to finalize the plan, and assigns tasks to each team member; prepares documents and related materials for inspection."

Steps to Conduct Inspection of Subordinate Party Organizations in Performing Inspection, Supervision, and Disciplinary Tasks
According to Section II of the Procedure issued with Decision 354-QD/UBKTTW in 2021 on the procedures for inspecting subordinate party organizations in performing the tasks of inspection, supervision, and discipline issued by the Central Inspection Commission as follows:
Step 1: The committee member assigned to direct and the representative of the inspection team works with the representative from the party organization to be inspected to implement the decision and plan; unify the working schedule; request the party organization to be inspected to prepare a written self-inspection report, provide related documents; request coordination from related party organizations and party members.

Step 2: The party organization to be inspected prepares a written self-inspection report according to the suggested outline and documents and sends it to the inspection committee (through the inspection team).
Step 3: The inspection team studies the self-inspection report, received documents; conducts verification, works with entities being inspected, relevant organizations, and individuals (including public service providers and enterprises under the inspected party organization). Prepares a draft inspection result report (as per the required format).
+ If there is a need to adjust, supplement content, change the inspection timeline, examination objects, or if there are specialized, technical issues requiring assessment, the head of the inspection team reports to the directing committee member before reporting to the permanent committee for consideration and decision.
+ The inspection team works with the party organization on content requiring clarification and supplementation.
Step 4: Holds a conference (organized and chaired by the party organization being inspected, records the meeting minutes) for the inspection team to present the draft results of the inspection; the party organization being inspected provides explanations; the conference discusses and gives opinions on the draft result report, verification, and related proposals (if any).

Step 5: The inspection team continues to verify unclear content (if any); finalizes the draft inspection result report; consults with the head of the unit monitoring the locality about the inspection results; reports to the directing committee member for comments before presenting to the inspection committee.
(If there are violating party organizations or members that require discipline but the authorized party organization does not administer or administers incorrectly, the head of the inspection team reports to the committee or the permanent committee for consideration and decision; the directing committee member meets with the representative of the violating party organization or party member; the representative of the party managing the violating organization or member listens to statements before reporting to the committee. Alternatively, the violating party organization or member has the right to directly present or submit written reports to the inspection committee at the disciplinary consideration and must comply strictly after a decision is made).

According to Section III of the Procedure issued with Decision 354-QD/UBKTTW in 2021 on the procedures for inspecting subordinate party organizations in performing the tasks of inspection, supervision, and discipline issued by the Central Inspection Commission as follows:
- The inspection committee considers and concludes:
+ The inspection team reports the inspection results; fully presents the opinions of the inspected party organization, related party organizations, and party members; provides recommendations (if any).
+ The committee concludes; votes on disciplinary decisions or recommends the competent authority to decide (if any).
- The unit monitoring the locality provides written reports to the committee on the results and activities of the inspection team.
- The inspection team finalizes the inspection result report; coordinates with (the unit or the compiling officer) to finalize the inspection conclusion announcement, reports to the directing committee member before presenting to the permanent committee for signing and issuance.
- The directing committee member and the inspection team representative announce the inspection conclusion to the inspected party organization.

- The inspection team convenes for review; the team leader gives written evaluations of each team member, sends them to the heads of the units with personnel participating in the team; files and archives as per the regulations.
- The unit monitoring the locality oversees the adherence to the committee's inspection conclusions.
