Based on Article 18 of the Charter (amended and supplemented) issued with Decision 415/QD-BNV in 2023, it is stipulated:

President, Vice President of the Association

1. The President of the Association is the legal representative of the Association and is responsible before the law for all activities of the Association. The President of the Association is elected by the Executive Committee from among the members of the Standing Committee of the Vietnam Blind Association. The standards for the President are stipulated by the Executive Committee in accordance with the regulations of the Communist Party, state laws, and the Association's Charter.

2. Duties and powers of the President of the Association

a) Perform duties and powers according to the operational regulations issued by the Standing Committee of the Association, complying with legal regulations and the Association's Charter.

b) Be fully responsible before the state management agency regarding the Association, before the Executive Committee, Standing Committee for all activities of the Association. Direct and manage the association's activities according to the Charter; Congress resolutions; resolutions and decisions of the Executive Committee, Standing Committee.

c) Preside over the Executive Committee meetings; direct the preparation, convening, and chairing of Standing Committee meetings.

d) On behalf of the Executive Committee, Standing Committee, sign the Association's documents; Be the owner of the Association's account.
