What conditions must an individual meet to become the President of the Vietnam Blind Association?
Based on Article 18 of the Charter (amended and supplemented) issued with Decision 415/QD-BNV in 2023, it is stipulated:
President, Vice President of the Association
1. The President of the Association is the legal representative of the Association and is responsible before the law for all activities of the Association. The President of the Association is elected by the Executive Committee from among the members of the Standing Committee of the Vietnam Blind Association. The standards for the President are stipulated by the Executive Committee in accordance with the regulations of the Communist Party, state laws, and the Association's Charter.
2. Duties and powers of the President of the Association
a) Perform duties and powers according to the operational regulations issued by the Standing Committee of the Association, complying with legal regulations and the Association's Charter.
b) Be fully responsible before the state management agency regarding the Association, before the Executive Committee, Standing Committee for all activities of the Association. Direct and manage the association's activities according to the Charter; Congress resolutions; resolutions and decisions of the Executive Committee, Standing Committee.
c) Preside over the Executive Committee meetings; direct the preparation, convening, and chairing of Standing Committee meetings.
d) On behalf of the Executive Committee, Standing Committee, sign the Association's documents; Be the owner of the Association's account.
e) When the President is absent, the direction and management of the Association's work are authorized to a Vice President.
From the above regulation, an individual aspiring to become the President, Vice President of the Vietnam Blind Association must:
- Be elected by the Executive Committee from among the members of the Standing Committee of the Vietnam Blind Association. Specifically:
+ According to Article 15 of the Charter (amended and supplemented) issued with Decision 415/QD-BNV in 2023, members of the Standing Committee are decided by the Executive Committee but not exceeding 1/5 (one-fifth) of the total number of Executive Committee members.
- Meet the standards for the President as stipulated by the Executive Committee in accordance with the regulations of the Communist Party, state laws, and the Association's Charter.

3. The Vice Presidents of the Association are elected by the Executive Committee from among the members of the Standing Committee of the Vietnam Blind Association. The standards for the Vice President are stipulated by the Executive Committee in compliance with the law and the Association's Charter.
The Vice Presidents assist the President in directing and managing the Association's work according to the President's delegation, on behalf of the President, sign documents within the delegated authority. The Vice Presidents perform duties and powers according to the operational regulations of the Standing Committee, complying with legal regulations and the Association's Charter. The Standing Vice President is decided by the Standing Committee based on the President's nomination.
Thus, an individual aspiring to become a Vice President of the Vietnam Blind Association must:
- Be elected by the Executive Committee from among the members of the Standing Committee of the Vietnam Blind Association.
- Meet the standards for the Vice President as stipulated by the Executive Committee in compliance with the law and the Association's Charter.
What are the powers of the Vietnam Blind Association?
According to the regulations in Article 6 of the Charter (amended and supplemented) issued with Decision 415/QD-BNV in 2023, it is as follows:
- Propagate the Association’s principles and purposes of operation; the guidelines and policies of the Communist Party, laws of the state to staff, members, and the community.
- Protect the legal rights and interests of members in accordance with the Association’s principles and purposes and in compliance with the law.
- Participate in programs, projects, research topics, consulting, and policy critique as stipulated by the law; provide services related to the Association's operational fields as stipulated by the law.
- Propose to competent state agencies to develop mechanisms and policies directly related to the blind and the Association’s development. Organized activities to support education and training, vocational education, job creation; organize training sessions, skills and knowledge enhancement for members, the blind, and other service activities as stipulated by the law.
- Coordinate with relevant agencies and organizations to perform the Association’s tasks.
- Establish organizations with legal status under the Association to perform certain tasks in line with the Association's principles, purposes, and operational fields as stipulated by the law and the Association's Charter.
- Receive financial support for activities associated with tasks assigned by the Communist Party and the state as stipulated by the law; conduct production and service activities in line with the Association's principles, purposes, and operational fields as stipulated by the law and the Association's Charter.
- Solicit and receive lawful sponsorships from organizations and individuals domestically and internationally as stipulated by the law.
- Join corresponding international organizations and sign, implement international agreements as stipulated by the law; report to competent state management agencies in charge of the sector or field in which the Association operates regarding joining corresponding international organizations.
