Pursuant to Clause 3, Article 1 of Decision 767/QD-TTg in 2022 of the Prime Minister stipulating the planning objectives of Phu Quoc city as follows:

“Article 1. Approving the general planning of Phu Quoc city, Kien Giang province to 2040, with the following main contents:

3. Planning objectives
- Orientation to develop Phu Quoc city with a long-term vision and meet the development requirements according to the planning stages through a comprehensive, balanced and sustainable development strategy, in harmony between economic development and environmental protection, preserve historical and cultural relics, ensure security and defense; ensure the ability to meet development needs in the case of forming a special administrative - economic zone and separating Tho Chau island commune (Tho Chu) into a separate island district.
- Develop Phu Quoc city into a unique island city; a center of tourism, resort and service with high quality, attractiveness to domestic and international tourists; commercial center, service and health care center, high-tech nursing application at regional and international level; political - cultural center; a quality and cohesive living space of the people on the island; manage urban development towards green growth, smart, energy saving and climate change adaptation, creating resources for development investment.
- Serve as a legal basis for management, investment attraction and implementation of zoning planning projects, detailed planning, investment projects on construction of framework technical infrastructure in urban areas.

Accordingly, the planning of Phu Quoc city up to 2040 is implemented according to the above content.

By 2040, Phu Quoc will become a city with about 680,000 inhabitants?

Based on Clause 5, Article 1 of Decision 767/QD-TTg in 2022 of the Prime Minister, there are forecasts about population and land as follows:

“Article 1. Approving the general planning of Phu Quoc city, Kien Giang province to 2040, with the following main contents:

5. Forecast of population, land
a) Preliminary forecast of population:
- By 2030 about 400,000 people (including the population converted from tourists, temporary workers... about 145,000 people).
- By 2040 about 680,000 people (including the population converted from tourists, temporary workers... about 250,000 people).
b) Preliminary forecast of land use demand:
-The scale of urban construction land is forecasted to be about 8,000 - 10,000 ha by 2030; The average target is about 200 - 250m2/person.
- The scale of urban construction land is forecasted to be about 14,000 - 17,000 ha by 2040; The average target is about 220 - 250m2/person.
(Forecast results and specific economic and technical indicators are studied and selected for application in the process of making planning projects, suitable to the situation of urban development and functional areas, meeting the criteria on technical infrastructure, social infrastructure and urban quality of grade I cities).

Thus, according to the above forecast, by 2040, Phu Quoc will have about 40,000 people and by 2040, there will be about 680,000 people.

The planning of Phu Quoc city must preserve, enhance and promote the ecological values ​​of the sea and islands, culture and traditions of Vietnam?

Pursuant to Clause 6, Article 1 of Decision 767/QD-TTg in 2022 of the Prime Minister, the planning perspective of Phu Quoc city up to 2040 is set as follows:

“Article 1. Approving the general planning of Phu Quoc city, Kien Giang province to 2040, with the following main contents:

6. Planning perspectives
- Study and inherited appropriate planning orientations, solutions and plans in the adjustment of the Phu Quoc island construction master plan approved by the Prime Minister in Decision No. 633/QD-TTg dated on May 11, 2010, Decision No. 868/QD-TTg dated June 17, 2015 and Decision No. 486/QD-TTg dated March 30, 2021; consistent with the relevant planning.
- Conserve, enhance and promote the overall ecological values ​​of the sea, islands, forests, mountains, culture, history, traditional economic sectors... to develop tourism and urban areas on a large scale. and appropriate methods, ensuring the uniqueness, abundance and effectiveness.
- Use land economically, have a reserve for the future, ensure the density of population and visitors to be able to develop public transport, and sustainably manage natural forest resources.
- Plan to diversify tourism development spaces, services, as well as tourism products. In which, reasonably interweave urban functions and old tourist functions as well as other economic functions to ensure balanced, efficient and attractive development throughout the city.
- Ensure the harmonization of interests of all social sectors, especially the existing residential community in the development process; focus on development opportunities for small and medium enterprises, as well as household economy, including households who have lived for a long time, interwoven in ecological spaces of agriculture and forestry.
- Research the possibility of development and construction on the sea, to promote the characteristic value and identity of the sea and island city, but must fully assess the impacts on the ecological environment, as well as the development efficiency. ...; ensure conformity with the national master plan and sectoral master plan.
- Review the current forest boundary under management, studying, adjusting and converting areas with development value, but it is necessary to ensure the forest land area for the typical ecosystem and the values ​​provided by the ecosystem. Phu Quoc forest brings; protect to the maximum extent the area of ​​natural forests, special-use forests and protection forests.
- Develop a system of modern technical infrastructure worthy of international stature, especially public transport, sustainable water resource management, waste water and waste treatment, power supply,... and protect environmental protection.”
