Recently, Deputy Prime Minister Tran Luu Quang requested that ministries, central authorities, and local authorities focus on directing the completion and approval of all Job Position Schemes before March 31, 2024; in Quarter II/2024, focus on building a new salary system, applied from July 1, 2024.
Deputy Prime Minister Tran Luu Quang emphasized that reforms always encounter obstacles, difficulties, pressures, and sensitivities, but this is an important task that must be done; addressing difficulties as they arise so that in Quarter II/2024, the focus can be on building a new salary system, to be applied from July 1, 2024.
In this spirit, the Deputy Prime Minister demanded that the heads of ministries, central authorities, and local authorities take direct responsibility for organizing, constructing, and approving the Job Position Scheme to ensure the highest quality, adhering to the general principles in the Central Resolutions while maintaining flexibility, without being overly meticulous or complacent. This ensures that after the Job Position Scheme and the new salary system are established, they can encourage and promote the dynamism, creativity, and dedication of officials and public employees.
Ministries and central authorities should focus on reviewing, adjusting, promptly amending, and supplementing regulations guiding job positions by sector and field, ensuring consistency, connectivity, and synchronization; implementing the strongest decentralization in the construction and approval of the Job Position Scheme within the permissible framework of current regulations.
According to the statement by Deputy Prime Minister Tran Luu Quang, from April 2024 (Quarter II/2024), the focus will be on building a new salary system for officials and public employees based on job positions from July 1, 2024, when wage reforms are implemented.

What are the two new salary tables for officials and public employees when implementing wage reform from July 1, 2024?
According to the spirit of Resolution 27-NQ/TW in 2018, when wage reform is implemented from July 1, 2024, two new salary tables will be established for officials and public employees based on job position, title, and leadership position to replace the current salary system; transferring the old salary structure to the new salary structure, ensuring that the salary is not lower than the current salary, as follows:
Salary Table 01: Leadership Position Salary Table applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central to the commune level.
- The leadership position salary must reflect the hierarchy in the political system; holding any leadership position will receive the salary for that position, if one person holds multiple positions, they will receive the highest leadership position salary; holding equivalent leadership positions will receive the same leadership position salary; the leadership position salary of a superior leader must be higher than that of a subordinate leader;
- A single leadership position salary is stipulated for each equivalent leadership position; there is no distinction between ministries and central authorities, committees, commissions, and equivalent agencies at the Central level when constructing the Central leadership position salary table; no differentiation in leadership position salaries for the same leadership title according to the classification of administrative units in localities but implemented through allowance policies. The categorization of equivalent leadership positions in the political system for designing the leadership position salary table is decided by the Politburo after reporting to the Central Executive Committee.
Salary Table 02: Professional and Technical Salary Table according to the grade of officials and the title of public employee profession applied uniformly to officials and public employees not holding leadership titles.
- Each grade of officials, title of public employee profession has multiple salary levels based on the principle: the same level of complexity of work receives the same salary; conditions of work that are higher than normal and professional incentives are implemented through allowance policies; reorganizing the group of grades and the number of salary levels within each grade of officials, title of public employee profession, encouraging officials and public employees to enhance their professional and technical qualifications.
- Appointment to the grade of officials or title of public employee profession must be linked to the job position and structure of the grade of officials, title of public employee profession managed by agencies, organizations, and units managing officials and public employees.
What is the salary table for officials and public employees according to Decree 204/2004/ND-CP?
According to the provisions in Article 5 of Decree 204/2004/ND-CP, there are 05 salary tables applied to officials and public employees as follows:
- Table 01: Senior expert salary table.
- Table 02: Professional and technical salary table for officials in state agencies (including officials holding elected positions subject to salary classification according to the grade, rank of administrative officials, receiving leadership position allowances, and officials at the commune, ward, and commune-level towns).
- Table 03: Professional and technical salary table for officials and public employees in state public service providers.
- Table 04: Executive and support staff salary table in state agencies and state public service providers.
