According to current regulations, what is the spending content of the State administrative reform program in Vietnam?

According to Article 3 of Circular 26/2019/TT-BTC stipulating State administrative reform program in Vietnam as follows:

"Article 3. Contents of payment
1. Expenses to ensure the performance of tasks of the standing agency to organize the implementation of the Government's State administrative reform master program under the Ministry of Home Affairs; expenditure on management and administration of the Program implementation.
2. Expenditure on developing program outlines, annual and 5-year administrative reform plans.
3. Expenses for elaboration of legal documents in service of state administrative reform in ministries and localities.
4. Expenses for implementation of scientific and technological tasks in service of administrative reform.
5. Expenditure on building the set of indicators for monitoring and evaluating administrative reform of ministries and localities.
6. Spending on organizing training and retraining courses for cadres, civil servants and public employees in service of administrative reform.
7. Expenses for organizing surveys and surveys in service of administrative reform; survey, survey the satisfaction of individuals and organizations on administrative reform.
8. Expenditure on organizing the conference to review, summarize and deploy tasks and other conferences and seminars related to the administrative reform work.
9. Spending on information and propaganda on administrative reform

According to Clauses 1 and 2, Article 1 of Circular 33/2022/TT-BTC amending and supplementing a number of articles of Circular 26/2019/TT-BTC as follows:

"Article 1. Amending and supplementing a number of articles of Circular No. 26/2019/TT-BTC

1. To amend and supplement Clause 2, Article 3 as follows:

"2. Expenditure on developing program outlines and annual, 5-year, 10-year PAR program outlines and plans; formulating thematic and periodical PAR reports".

2. To amend and supplement Clause 15, Article 3 as follows:

“15. Expenses for building and maintaining the information technology system to serve the settlement of administrative procedures.”

Thus, compared with current regulations, from August 15, 2022, the Ministry of Finance has amended and supplemented regulations on spending on developing program outlines and plans for administrative reform up to 10 years and implementing Prepare regular and thematic reports. - Expenditure on developing program outlines, annual, 5-year, 10-year administrative reform plans; spending on building a set of administrative reform monitoring and evaluation indicators of ministries, central and local agencies; Spending on organizing meetings to give suggestions, appraise program outlines, annual, 5-year, 10-year PAR plans and give comments on thematic and periodical administrative setting reports: Comply with regulations For the level of expenditures on program, scheme and plan development prescribed in Joint Circular No. 14/2014/TTLT-BTC-BTP dated January 27, 2014 of the Ministry of Finance, the Ministry of Justice provides for the formulation of projects. Accounting, management, use and finalization of state budget funds to ensure law dissemination and education and people's standard of access to law at grassroots level.

Circular 33/2022/TT-BTC takes effect from August 15, 2022.
