Additional regulations on the operational policies of the Steering Committee for Counter-Terrorism from October 5, 2023
Article 11 of Decree 07/2014/ND-CP stipulates the operational policies of the Steering Committee for Counter-Terrorism as follows:
Operational Regime of the Steering Committee for Counter-Terrorism
1. The Steering Committee for Counter-Terrorism operates based on the principle of centralized unification; decides on matters within its authority through regular, extraordinary meetings or by collecting written opinions. The Head of the Steering Committee concludes and takes responsibility for their decision. The Steering Committee for Counter-Terrorism is responsible for issuing and implementing its operational regulations.
2. Assign the Minister of Public Security to establish and stipulate the functions, tasks, and organizational structure of the Standing Office of the National Steering Committee for Counter-Terrorism, the Standing Office of the Provincial Steering Committee for Counter-Terrorism, and the municipalities directly under the Central Government; The Minister and the heads of other ministries and agencies stipulate the functions, duties, and organization of the agencies and units assisting the Steering Committee for Counter-Terrorism of their ministries and sectors.
At Clause 4, Article 1 of Decree 62/2023/ND-CP amends Article 11 of Decree 07/2014/ND-CP stipulates the operational policies of the Steering Committee for Counter-Terrorism:
Amending and supplementing several articles of Decree No. 07/2014/ND-CP dated January 27, 2014 of the Government of Vietnam stipulating the organization, tasks, powers, and coordination relations of the Steering Committee for Counter-Terrorism at all levels

4. Clause 1a after Clause 1 of Article 11 is supplemented as follows:
“1a. The members of the Steering Committee for Counter-Terrorism at all levels work on a part-time basis, perform duties and powers according to the operational regulations of the Steering Committee, and can use the seal of the agency where they work. In cases where the Head of the Steering Committee is absent or delegates authority, the Deputy Head performs the duties and powers of the Head and takes legal responsibility for their decisions.”
From October 5, 2023, the Steering Committee for Counter-Terrorism will have additional operational policies as follows:
- The members of the Steering Committee for Counter-Terrorism at all levels work on a part-time basis, perform duties and powers according to the operational regulations of the Steering Committee, and can use the seal of the agency where they work. In cases where the Head of the Steering Committee is absent or delegates authority, the Deputy Head performs the duties and powers of the Head and takes legal responsibility for their decisions.

What are the duties and powers of the National Steering Committee for Counter-Terrorism?
Article 6 of Decree 07/2014/ND-CP stipulates the duties and powers of the National Steering Committee for Counter-Terrorism as follows:
- Execute the duties and powers prescribed in Clause 1, Article 13 of the Law on Counter-Terrorism 2013.
- Inspect, supervise, and guide the Steering Committee for Counter-Terrorism of ministries, sectors, provinces, and municipalities directly under the Central Government in the execution of counter-terrorism tasks.
- Present to the Prime Minister of the Government of Vietnam the solutions for handling terrorism situations and mechanisms for command and control during terrorism situations.
- Advise the Government of Vietnam and the Prime Minister on directing the resolution of terrorist incidents in cases where it is necessary to declare a state of emergency concerning national security, public order, and social safety, or when there is a threat to these aspects but not to the extent of declaring a state of emergency.
- Execute other duties and powers assigned by the Government of Vietnam and the Prime Minister.
Who is the Head of the National Steering Committee for Counter-Terrorism?
Article 3 of Decree 07/2014/ND-CP stipulates the National Steering Committee for Counter-Terrorism:
National Steering Committee for Counter-Terrorism
1. The National Steering Committee for Counter-Terrorism is an advisory body assisting the Government of Vietnam and the Prime Minister in organizing and directing counter-terrorism activities nationwide.
The Ministry of Public Security is the standing body of the National Steering Committee for Counter-Terrorism and has a specialized advisory and assisting unit known as the Standing Office of the National Steering Committee for Counter-Terrorism.
2. The composition of the National Steering Committee for Counter-Terrorism includes:
- Prime Minister of the Government of Vietnam, Head;
- Minister of Public Security, Deputy Head;
- Minister, Chairman of the Government Office, Member;
- Minister of Foreign Affairs, Member;
- Minister of Transport, Member;
- Minister of Information and Communications, Member;
- Minister of Health, Member;
- Minister of Finance, Member;
- Governor of the State Bank of Vietnam, Member;
- Deputy Minister of Public Security in charge of security tasks, Standing Member;
- Chief of the General Staff of the People's Army of Vietnam, Deputy Minister of Defense, Member.
3. In necessary cases, the Government of Vietnam decides to supplement members, including ministers or other senior officials, to the National Steering Committee for Counter-Terrorism based on the proposal of the Head of the Steering Committee.
Thus, according to the above regulations, the Prime Minister is the Head of the National Steering Committee for Counter-Terrorism.
