Pursuant to Clause 1 and Article 1 of the Draft Law amending and supplementing a number of articles of the Law on the Exit and Entry of Vietnamese Citizens, the following provisions are made:
Amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese citizens
1. To amend and supplement Clause 3 and Article 6 as follows:
"3. Information on immigration papers includes: portrait photos; last name, middle name, and first name; date of birth; sex; place of birth; nationality; signs and numbers of entry and exit papers; issue date, month, and year; issuing agency; expiration date, month, and year; personal identification number or identity card number; positions and titles for diplomatic passports and official passports in accordance with foreign affairs requirements."

According to the above proposal, additional information about the place of birth will be included in immigration documents.

Pursuant to Clause 4 and Article 1 of the Draft Law amending and supplementing a number of articles of the Law on the Exit and Entry of Vietnamese Citizens, the following provisions are made:

4. To amend and supplement Clause 2, Article 28 as follows:
"2. The cancellation of the use of regular passports is regulated as follows:
a) Within 48 hours after discovering the lost regular passport, the person who has lost the passport shall directly submit or send a written report of loss according to the form to the Immigration Department of the Department of Public Security of the province or city directly under the control of the government. the central government at convenient places, the nearest district and commune police station, the immigration control unit at the border gate, the overseas Vietnamese representative agency where it is convenient, or through the public service portal of the Ministry of Public Security. In cases of force majeure, the time limit for filing or sending a notice of loss may be longer, but the application must clearly explain the reason for force majeure;
b) Within one working day after receiving the notice of the loss of an regular passport, the receiving agency shall notify, according to the form, the Immigration Department of the Ministry of Public Security and the applicant. "Within one working day from the date of receipt of the notice, the Immigration Department of the Ministry of Public Security shall cancel the validity of the passport."

At the same time, based on Clause 2, Article 28 of the Law on Exit and Entry of Vietnamese Citizens in 2019 stipulates as follows:
Cancellation of lost passport validity

2. The cancellation of the use value of regular passports is regulated as follows:
a) Within 48 hours after discovering the lost regular passport, the person who has lost his or her passport shall directly submit or send a lost report, made according to the form, to the Immigration Department of a convenient place, the Police of the nearest place, the immigration control unit at the border gate, or the overseas Vietnamese representative agency where it is convenient. In cases of force majeure, the time limit for filing or sending a notice of loss may be longer, but the application must clearly explain the reason for force majeure;
b) Within one working day after receiving the notice of the loss of an regular passport, the receiving agency shall notify, according to the form, the Immigration Department of the Ministry of Public Security and the applicant. Within one working day from the date of receipt of the notice, the Immigration Department of the Ministry of Public Security shall cancel the passport's validity.
Thus, in order to create favorable conditions for citizens in reporting loss reports, it is proposed to cancel the use value of regular passports, so additional provisions to the proposal to cancel the use value of regular passports will be added in the near future.
