According to Decision 721/QD-TTg in 2022, regulations on reducing and simplifying administrative procedures are as follows:
Administrative procedure 5: Appraisal of land use plans of agricultural and forestry companies (in case a land registration office has been established) (administrative procedure code: 2,000962)
(1) Content reduction, simplification
- Implementation method: Adding a method of submitting administrative procedures through online public services and postal services.
Reason: Compliant with Decree 61/2018/ND-CP and creating conditions for individuals to choose the forms of submission and receipt of results.
- The composition of the application file: The standardization of the written request for settlement of administrative procedures includes the following documents:
+ A written request for approval of the land use plan.
+ Summary report on land use plan and attached table
+ Map of land use plan of agricultural and forestry companies.
Reason: Creating favorable conditions for organizations in accessing and implementing administrative procedures; at the same time, it is the basis for deploying electronic application forms and declarations when technical infrastructure conditions are met.
(2) Recommendations for implementation:
- Amending Clause 1, Article 7 of Circular 07/2015/TT-BTNMT dated February 26, 2015 of the Minister of Natural Resources and Environment providing for the formulation of land use plans; make records of land use boundaries; cadastral surveying and mapping; determine the land rental price; land allocation, land lease and issuance of certificates of land use rights and ownership of houses and other land-attached assets to agricultural and forestry companies.

What are the administrative procedures for appraisal and approval of land use plans in Vietnam?
According to Article 7 of Circular 07/2015/TT-BTNMT as follows:
"Article 7. Appraisal and approval of land use plans
1. A dossier of land use plans of an agricultural and forestry company shall be made into 10 sets and submitted to the Department of Natural Resources and Environment for appraisal. Dossiers include:
a) A written request for approval of the land use plan;
b) A report on the summary of the land use plan and the attached Schedule, made according to the form specified in Appendix 01 to this Circular;
c) A map of the land use plan of the agricultural and forestry company.
2. The Department of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development, other departments, branches, and People's Committees of districts, towns and cities directly under the province (hereinafter referred to as the Committees of the People's Committees of the province. People's Committees of districts) concerned, organize the appraisal of land use plans of agricultural and forestry companies according to the following provisions:
a) Within 05 days from the date of receipt of complete and valid dossiers, the Department of Natural Resources and Environment is responsible for sending the dossier of land use plans of the agricultural and forestry company to the Departments, branches and people's committees of districts to collect opinions;
b) Within 10 days from the date of receipt of valid dossiers, the consulted agencies shall send their opinions in writing to the Department of Natural Resources and Environment;
c) Within no more than 05 days from the end of the consultation period, the Department of Natural Resources and Environment may
responsible for organizing meetings to appraise land use plans of agricultural and forestry companies; send a notice of the results of the appraisal of the land use plan of the agricultural and forestry company to the agricultural and forestry company to complete the dossier."
Thus, in the near future, according to regulations, the implementation of some additional forms in administrative procedures for approving land use plans of agricultural and forestry companies.
