Deploying the removal of physical household registration books from January 1, 2023, in Clause 3, Article 2 of Decree 104/2022/ND-CP, there are provisions on the removal of information related to household registration books as follows:

3. To annul the phrase "Household book number (or temporary residence book)" in Form No. 3 issued together with Decree No. 146/2018/ND-CP dated October 17, 2018 detailing and guiding measures to implementation of a number of articles of the Law on Health Insurance.
Thus, the above regulation has removed the household registration book from the information that needs to be declared when making a list of household members participating in health insurance.

Pursuant to the provisions of Article 15 of Decree 104/2022/ND-CP as follows:
Responsibilities for performance and terms of performance
1. Ministers, heads of ministerial-level agencies, heads of agencies attached to the Government, presidents of People's Committees of provinces and centrally run cities are responsible for the implementation of this Decree and for announcing procedures. administratively according to regulations within the scope of their management functions.
2. This Decree takes effect from January 1, 2023.
3. From the effective date of this Decree, administrative procedures and public services requiring the submission and presentation of household registration books and physical temporary residence books shall be replaced by the exploitation and use of information on residence as prescribed in Article 14 of this Decree.
At the same time, according to Clause 3, Article 38 of the Law on Residence 2020, there are provisions as follows:

3. Starting from the date on which this Law comes into force, issued household registration books and temporary residence registers may continue to be used and are equivalent to written confirmations of residence per this Law until December 31, 2022 inclusive.
In case where information in a household registration book or temporary residence register differs from information in the residence database, the latter shall be used.
When a citizen carries out a residence registration procedure that changes information in their household registration book or temporary residence register, the registration authority shall revoke the issued household registration book or temporary residence register, update information in the residence database in compliance with regulations of this Law and not issue a new household registration book or temporary residence register or reissue the old household registration book or temporary residence register to the citizen.
Accordingly, from 2023, the physical household registration book will be officially "annulled", and replaced by the "electronic household registration book" in the Residency Database.
Along with that, according to the content of Clause 2, Article 15 of Decree 104/2022/ND-CP, the new regulation on removing the household registration book from the information declared in the List of household members participating in health insurance. will be implemented from January 1, 2023.
What information will remain on the list of household members participating in health insurance in Vietnam?
Pursuant to the provisions of Clause 3, Article 2 of Decree 104/2022/ND-CP mentioned above, the list of household members participating in health insurance will remove the household registration book from the information section.
Accordingly, the List will remain with the following information:
- Full name of the head of household:
- Phone number (if any)
- Address: Village (village, residential group) - Commune (ward, town) - District (district, town, provincial city) - Province (city)
- Information of family members:
+ Full name;
+ Health insurance card code;
+ Date, month and year of birth;
+ Gender;
+ Place of issue of birth certificate;
+ Relationship with the head of the household;
+ Number of ID card/ID card/Passport;
+ Notes (if any).
Who participates in household health insurance?
Pursuant to Article 5 of Decree 146/2018/ND-CP (amended by Clause 1, Article 2 of Decree 104/2022/ND-CP and Clause 2, Article 2 of Decree 104/2022/ND-CP) stipulates as follows: after:
Health insurance group by household
1. Persons whose names are in the same household registering their permanent residence, except for those specified in Articles 1, 2, 3, 4 and 6 of this Decree.
2. Persons named in the same household who register for temporary residence, except for the subjects specified in Articles 1, 2, 3, 4 and 6 of this Decree and those who have already participated in health insurance as prescribed in Clause 1 of this Article.
3. The following subjects are eligible to participate in health insurance in the form of households:
a) Dignitaries, positions, monks;
b) Persons living in social protection establishments, except for the subjects specified in Articles 1, 2, 3, 4 and 6 of this Decree who are not supported by the state budget to pay health insurance premiums.
Accordingly, the beneficiaries of health insurance according to the household include:
- Persons named in the same household registering for permanent residence, persons named in the same household registering for temporary residence, and people living in social protection establishments, except for those who have already participated in health insurance under the following categories: the following groups:
+ The group is played by the employee and the employer.
+ The group is paid by the social insurance agency.
+ The group is paid by the state budget.
+ The group is supported by the state budget.
+ Groups closed by the employer
- Dignitaries, positions, monks;
Decree 104/2022/ND-CP will take effect from January 1, 2023.
