Based on the provisions of Article 19 of the 2014 Citizen Identification Law, the regulations are as follows:

Individuals Issued with Citizen Identification Cards and Citizen Identification Numbers

1. Vietnamese citizens aged 14 and older are issued with citizen identification cards.

2. The citizen identification number is the personal identification number.

According to the regulation above, students aged 14 and older will have their student code as the personal identification number recorded on their citizen identification card.

For students under the age of 14, the student code can be found in one of the following ways:

- Method 1: Search for the student code (personal identification number) directly on the child's birth certificate.

- Method 2: If the personal identification number is not found on the birth certificate, parents can contact the police of the county or district-level town where the student is registered for permanent residence to get the identification number.

- Method 3: Search for the student identification codes provided by the Ministry of Education

- Teachers can search for student identification codes provided by the Ministry of Education through the Education and Training Sector Database System at: https://truong.csdl.moet.gov.vn/

- Parents wishing to know the student identification code provided by the Ministry of Education can contact the homeroom teacher for it.

- Organize, direct, guide, urge, inspect, supervise affiliated and subordinated units in implementing management, reporting, and exploiting the use of the education and training database in accordance with this Circular.

- Direct and assign the information technology unit to act as the technical focal point responsible for managing the education and training database software locally; organize guidance on usage, support usage, manage, and grant access accounts for units and individuals under their management.

- Direct and assign professional departments/divisions responsible for management, review, reporting, and data exploitation as required.

- Report on the management and exploitation of the education and training database when requested by the management agency.

- In case the locality builds an education database for its management purposes, it must meet the following minimum requirements:

+ Determine the necessity of investing in building a local education database based on specific needs and practical conditions.

+ The local education database must comply with technical data regulations and be able to connect with the education and training database managed by the Ministry of Education and Training.

+ Issue regulations on the management, operation, and exploitation of the database following current regulations, which must include at least the following content: Regulations on subjects, forms, scope of database usage for each user, ensuring proper use, information system safety, and compliance with data management, ownership, and personal information security responsibilities.
