Assign experienced, capable, and highly specialized personnel to participate in recruitment examinations.
- Direct the effective application of democracy at the grassroots level, organizing elections and nominations from villages, hamlets, and residential clusters to propose qualified young men for military service. The selection process must ensure democracy, transparency, quality, and effectiveness. Conduct preliminary evaluations and reviews at the commune level, ensuring conformity with regulations, and publicly post:
+ The recruitment quotas assigned to the commune by the district, recruitment conditions and standards, cases of temporary service deferment and exemptions, the list of citizens subject to conscription, the list of citizens with temporary deferment and exemption from conscription, the list of citizens eligible for conscription, health classification results per the decisions of the District Health Examination Council, and the list of selected citizens ready for conscription as per point c, clause 4, Article 6 of Circular 148/2018/TT-BQP;
+ Focus on recruiting citizens who have graduated from universities or colleges with majors suitable for the needs of the Army, children of ethnic minorities (under 10,000 people) to create a source of local grassroots cadres; ensure all communes, wards, and commune-level townships have citizens enlisted.
Continue implementing comprehensive recruitment under the principle "recruit accurately," ensuring conscription age must be at least 18 years old on the recruitment date; minimize substitutions and rejections post-recruitment. Allocate recruitment quotas linked to the mobilization area up to the district level.
Facilitate units as prescribed to conduct “three meets, four knows” and those assigned to recruit female citizens for conscription to act in conformity.
- Ensure proper arrangement for conscripted citizens; establish and update complete and thorough records for conscripted citizens.
Pay attention to the implementation of policies for citizens and their families with conscripted members. Coordinate closely with recruiting units during the re-evaluation of new soldiers' standards and handle substitutes conformably (if any).
- Regularly monitor the situation, coordinate with relevant agencies and units to promptly identify and strictly handle any organization or individual violating military service laws or exploiting their positions for corruption, harassment, or negative activities in recruitment, preventing appeals and complaints from occurring.

What tasks must the receiving units for military conscripts in 2024 fulfill?
Based on Section 3 of Official Dispatch 4267/BQP-TM in 2023, the Ministry of National Defense recommends that receiving units implement the following key tasks effectively:
- Proactively develop plans to receive new soldiers; focus on leadership, direction, regular coordination, and close cooperation with localities providing soldiers to ensure recruitment is conducted in the right areas, with sufficient quantity and quality, meeting the set standards. Assign competent, responsible, experienced officers, who have received proper training, to localities for recruitment; units tasked with recruiting female citizens should coordinate with localities to follow the conformable joint regulations mentioned in Section 4 of this document.
After the handover ceremony, organize the transportation of soldiers back to the unit on time, ensuring absolute safety; organize the reception and ensure all necessary policies, material and spiritual needs, and disease prevention measures (if needed) for the soldiers from the first day at the unit.
- Conduct re-evaluation of new soldiers’ standards strictly and in conformity; coordinate and promptly inform the localities of soldiers needing substitution (if any).
- Prepare thoroughly for the training of new soldiers (especially in newly established or restructured units per Plan 1228/KH-BQP of 2022 from the Ministry of National Defense for implementing the Resolution of the Central Military Commission on organizing the Vietnam People's Army from 2021-2030 and the subsequent years), ensuring sufficient training staff, synchronizing weaponry and equipment, and necessary training infrastructure as per Directive 04/CT-TM of 2021 from the Chief of the General Staff on organizing new soldier training.
- Enhance political education, legal dissemination, ideological orientation, and responsibility awareness for soldiers. Review and motivate new soldiers with tattoos to remove them (non-commissioned officers or soldiers with tattoos will not be considered for selection or training as officers or professional soldiers for long-term service in the Army). Regularly maintain strict military discipline and standardize official conduct per regulations.
- Units assigned quotas but lacking conditions to recruit and train new soldiers must coordinate closely with assisting units to monitor, manage the mental and disciplinary status of soldiers, promptly address emerging issues, and manage the soldier count as per regulations.

According to Official Dispatch 4267/BQP-TM in 2023, the timeline for military conscription in 2024 is as follows:
Pursuant to the 2015 Military Service Law and Decision 82/QD-TTg of 2023 by the Prime Minister of the Government of Vietnam on conscription in 2024, the conscription and recruitment (enlistment) for 2024 will take place in one phase.
The conscription period will be conducted over 3 days, from February 25 to February 27, 2024 (from January 16 to January 18, Lunar Year of the Dragon).
