How is Digital Transformation in Teaching, Learning, and Assessment Guided by the Ministry of Education?
On August 31, 2023, the Ministry of Education and Training issued Official Dispatch 4771/BGDDT-CNTT in 2023 guiding the implementation of tasks related to IT application, digital transformation, and educational statistics for the academic year 2023-2024.
In Official Dispatch 4771/BGDDT-CNTT in 2023, the Ministry of Education and Training guides the digital transformation in teaching, learning, and assessment as follows:
Continue effectively implementing Circular 09/2021/TT-BGDDT, which stipulates the management and organization of online teaching in primary and secondary education institutions. It emphasizes the implementation of several key aspects:
- Maintain and maximize the benefits of the learning management system (LMS) in connecting schools, teachers with students (and parents), and organizing educational activities; ensuring integration, connection, and data exchange between online teaching software and management software at educational institutions.
- Enhance the construction of digital learning materials (including e-learning lectures, multimedia digital learning materials, electronic textbooks, simulation software, and other learning materials; develop an online question bank system for different subjects); contribute learning materials and effectively exploit the Shared Learning Materials Repository of the Ministry in organizing teaching and assessment.
- Strengthen regular assessments through online forms; conduct periodic assessments on computers for areas where necessary, ensuring conditions for implementation (plans and steps from pilot deployment to wide-scale implementation should be appropriately established, ensuring quality and efficiency).
- Enhance training to improve digital skills for the teaching staff; prioritize training content related to real job needs such as application of teaching software, developing digital learning materials, e-learning lectures, and skills for organizing online teaching.
- Review, invest in new equipment, and add minimum basic level computers for teaching informatics (level 2 according to Decision 4725/QD-BGDDT) to serve the teaching of Informatics: A maximum of 2-3 primary students per computer; a maximum of 2 secondary students per computer; each high school student should have a computer. Focus on utilizing computer labs for the school’s professional activities and other subjects besides Informatics.
Build studio rooms (where needed and conditions permit) to serve the construction of digital learning materials and online teaching (including computers, auxiliary equipment, and necessary software).
- Effectively deploy the electronic library system (including library management software and digitized book databases and teaching resources) interconnected with digital learning material repositories, sharing digitized resources among educational institutions, educational management staff, and teachers.

How is Online Teaching Activities Regulated?
Based on Article 5 of Circular 09/2021/TT-BGDDT, the regulations are as follows:
- Online teaching activities are performed according to the lessons or topics in the general education program, ensuring interaction between teachers and students during the teaching process.
- Students participating in online learning perform the following main activities: attending online classes organized by the teacher; carrying out learning activities and assessments as required by the teacher; leveraging learning content from online learning materials; posing questions and responding to queries from teachers and fellow students.
- Teachers conducting online teaching perform the following main activities: organizing online classes to deliver lessons and guide student learning; assigning learning tasks, and assessing student learning outcomes; monitoring and supporting students in leveraging learning content from online learning materials; advising, supporting, and answering questions and clearing doubts of students.
- The head of the general education institution decides the form of online teaching to support direct teaching at the institution; organizes online teaching as a replacement for direct teaching when students cannot come to school due to force majeure.
What are the Principles of Online Teaching?
According to Article 4 of Circular 09/2021/TT-BGDDT, online teaching must ensure the following principles:
- The content of online teaching must meet the required attainment levels or requirements of the general education program.
- Ensure the minimum conditions of technical infrastructure for online teaching and that the teaching staff meets the requirements for online teaching.
- Comply with current regulations on information security, data regulations, personal information, and intellectual property according to legal provisions.
