Pursuant to the provisions of Article 1 of the Regulation on Fire Prevention and Rescue at units affiliated to the Ministry of Education of Vietnam issued together with Decision 2533/QD-BGDDT 2023, the scope and applicable subjects of the regulations on fire prevention and rescue at units affiliated to the Ministry of Education and Training are as follows:

- This regulation specifies the activities of fire prevention and rescue; organization of fire prevention and rescue forces, vehicles, and the responsibilities of units within the Ministry of Education and Training of Vietnam.

- This regulation applies to officials, public employees, and workers working in the Ministry; Departments, Bureaus, Inspectorates, Offices, and units under the Ministry; fire prevention and rescue command board, fire prevention and rescue teams of the Ministry.

What are the prohibited acts in fire prevention and rescue at units affiliated to the Ministry of Education and Training of Vietnam?

Pursuant to the provisions of Article 3 of the Regulation on Fire Prevention and Rescue at units affiliated to the Ministry of Education of Vietnam issued together with Decision 2533/QD-BGDDT 2023, the following acts are strictly prohibited in fire prevention and rescue at units affiliated to the Ministry of Education and Training:

- Intentionally causing fire or explosion to harm human life, health, vehicle safety, and property for personal gain; causing damage to state assets, organizations, and individuals; negatively impacting the environment, security, and safety order of the Ministry.

- Obstructing fire prevention and rescue activities; resisting those carrying out fire prevention and rescue tasks.

- Exploiting fire prevention and rescue activities to harm human life, health; infringing upon state assets, organizations, and individuals' property.

- Intentionally reporting false fire alarms or accidents.

- Illegally producing, storing, transporting, preserving, using, buying, or selling hazardous fire and explosion substances; seriously violating regulations on fire and heat source management, and fire prevention and extinguishing standards set by the state.

- Carrying out the construction of fire and explosion hazardous structures without approved fire prevention and rescue designs; accepting and putting into use fire and explosion hazardous structures without meeting the conditions for ensuring fire prevention and rescue safety.

- Damaging, unauthorized modification, relocation of fire prevention and rescue vehicles, equipment, signs, indicators, and escape routes.

- Other actions that violate the provisions of the Fire Prevention and Rescue Law.

What are the Rules of in fire prevention and rescue at units affiliated to the Ministry of Education and Training of Vietnam?

Pursuant to the provisions of Article 2 of the Regulation on fire prevention and rescue at units affiliated to the Ministry of Education and Training of Vietnam issued together with Decision 2533/QD-BGDDT 2023, the Rules of fire prevention and rescue at units affiliated to the Ministry of Education and Training are as follows:

- Mobilize the comprehensive strength of all units and individuals within the Ministry to participate in fire prevention and rescue activities; prioritize rescuing those in distress, implementing measures to ensure the safety of life, health, vehicles, and property of the victims and rescue forces.

- In fire prevention and rescue activities, prevention is the primary focus; actively and proactively prevent and minimize the occurrence of fires and fire-related damages to ensure prompt, timely, effective, and coordinated command and operation of fire prevention and rescue activities.

- Prepare forces, vehicles, plans, and other necessary conditions to respond promptly and effectively to fires and emergencies.

- All fire prevention and rescue activities should primarily be carried out and resolved by on-site forces and vehicles; specialized forces serve as the backbone and mobilize other forces to participate in fire prevention and rescue.

+ Rescue is the activity of rescuing individuals from dangers that threaten their health and lives, including incidents, accidents. It involves detecting, locating, providing access to the victims, arranging vehicles, tools, and rescue forces; identifying, preventing, and eliminating threats to the lives, health of the victims, and rescue forces; providing initial medical advice and first aid measures; removing the victims from dangerous locations and taking other measures to bring them to safety.

+ Rescue involves the activity of rescuing vehicles and property from dangers caused by incidents, accidents. It involves detecting, locating, providing access to the affected vehicles, property, arranging vehicles, tools, and rescue forces; identifying, preventing, and eliminating threats to the safety of vehicles, property, and the health, lives of the rescue forces; removing the vehicles, property from dangerous locations and taking other measures to bring them to safety.
