Step 1: Prepare the dossier as prescribed by law.

* Agencies and organizations in Vietnam can directly submit the dossier during working hours on weekdays or send the dossier via public postal services to one of the two offices of the Immigration Management Department - Ministry of Public Security:

+ No. 44-46 Tran Phu Street, Ba Dinh District, Hanoi City.+ No. 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City. Or submit the dossier online via the National Public Service Portal or the Ministry of Public Security Public Service Portal and send an additional dossier via public postal services following the notification of the Immigration Management Department on the National Public Service Portal or the Ministry of Public Security Public Service Portal (if any).

* In the case of direct submission: Immigration management officers receive the dossier, check its legality and content:

+ If the content of the written request for granting an electronic account is complete, they will accept it and print the receipt to the submitter.+ If the content of the written request for granting an electronic account is not complete, they will request the agency or organization to supplement it.

* In the case of sending the entire dossier via public postal services: Immigration management officers receive the dossier, check its legality and content:

+ If the content of the written request for granting an electronic account is not complete, they will send a written request to the agency or organization to supplement it.+ If the content of the written request for granting an electronic account is complete, they will consider and grant the electronic account.

* In the case of online submission:

+ If the dossier is complete and valid, the receiving officer will notify the acceptance on the National Public Service Portal or the Ministry of Public Security Public Service Portal.+ If the dossier is incomplete or invalid, the receiving officer will notify on the National Public Service Portal or the Ministry of Public Security Public Service Portal for the submitter to complete it.+ If the dossier does not meet the conditions, they will not accept the dossier and notify on the National Public Service Portal or the Ministry of Public Security Public Service Portal, stating the reason.

* The applicant for an electronic account can request to receive the result via postal services and must pay the postage fee.

* Time for receiving the dossier: From Monday to Saturday morning weekly (except holidays and Tet holidays).

Step 3: Receive the result

+ Agencies and organizations directly receive the reply at the Immigration Management Department or receive the result via postal services (following the guidance of the postal service provider) or receive the electronic document via the National Public Service Portal or the Ministry of Public Security Public Service Portal.

+ Time for receiving the result: From Monday to Friday weekly (except holidays and Tet holidays).

Implementation method:

- Directly submit the dossier at the Immigration Management Department office.- Submit the dossier online via the National Public Service Portal or the Ministry of Public Security Public Service Portal.- Submit the entire dossier via public postal services or submit an additional dossier via public postal services following the notification of the Immigration Management Department on the National Public Service Portal or the Ministry of Public Security Public Service Portal (if any).
