According to Article 1 Decision 1259/QD-TTg 2022:

The total staffed officials of state administrative agencies and organizations under ministries, ministerial-level agencies, Government-attached agencies, organizations established by the Government of Vietnam, and the Prime Minister that are not public service providers, Vietnamese diplomatic missions (excluding staffed officials of the Ministry of Public Security and the Ministry of National Defense), staffed officials of central public association assigned tasks by the Communist Party of Vietnam and the State during 2022-2026, ensuring by the end of 2026, the number of staffed officials is 103,300. To be specific:

- Administrative agencies and organizations under ministries, ministerial-level agencies, Government-attached agencies, organizations established by the Government of Vietnam, and the Prime Minister that are not public service providers: 101,546 staffed officials

- Vietnamese diplomatic missions: 1,068 staffed officials.

- The number of staffed officials of the central public association assigned tasks by the Communist Party of Vietnam and the State is 686.

Under Article 2 Decision 1259/QD-TTg 2022:

The Minister of Home Affairs is responsible for:

- Allocating staffed officials to each ministry, ministerial-level agency, Government-attached agency, and organization established by the Government of Vietnam, and the Prime Minister that is not a public service provider within the total staffed officials specified in Clause 1, Article 1 of this Decision.

- Allocating staffed officials to each central public association assigned tasks by the Communist Party of Vietnam and the State within the total staffed officials specified in Clause 3, Article 1 of this Decision.

What are the tasks and powers of the Vietnam Ministry of Home Affairs regarding the management of staffed officials?

According to Clause 8, Clause 25, Article 2 Decree 63/2022/ND-CP, the tasks and powers of the Ministry of Home Affairs are regulated as follows:

Tasks and Powers

The Ministry of Home Affairs performs tasks and exercises powers based on Decree No. 123/2016/ND-CP dated September 1, 2016, of the Government of Vietnam, which prescribes the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies, Decree No. 101/2020/ND-CP dated August 28, 2020, of the Government of Vietnam, amending and supplementing several articles of Decree No. 123/2016/ND-CP, and specifically performs the following tasks and powers:

8. Regarding staffed officials management:

a) Submit to the Prime Minister of the Government of Vietnam for approval the total staffed officials, staffed officials working abroad of administrative agencies and organizations, and staffed officials of mass organizations assigned duties by the Communist Party of Vietnam and the State at the Central level as prescribed by law and competent authorities;

b) Submit to the Prime Minister of the Government of Vietnam and competent authorities the decision to adjust and supplement staffed officials of administrative agencies and organizations according to the provisions of law and competent authorities;

c) Decide on assigning, adjusting, and supplementing staffed officials for each administrative agency, organization, and mass organization assigned duties by the Communist Party of Vietnam and the State at the Central level as prescribed by law and competent authorities;

d) Decide on assigning staffed officials working abroad for ministries, ministerial-level agencies, Government-attached agencies after approval by competent authorities and the Prime Minister of the Government of Vietnam;

dd) Appraise the plan for the number of employees receiving state budget salaries in public service providers partially covering their own recurrent expenditures and public service providers fully funded by the state budget according to the provisions of law and competent authorities.

Manage the organizational apparatus; job positions, staffed officials and staffed official structure; job positions, the number of employees, and the structure of public employees according to professional titles; the number of employees under labor policy contracts of the Ministry of Home Affairs. Implement administrative reforms; decide and decentralize the power to decide on the recruitment, use, and management of officials and public employees, and employees under the Ministry of Home Affairs in compliance with the regulations of the Communist Party of Vietnam and applicable laws; decide on assigning staffed officials for specialized Party and mass organization tasks; training, fostering, professional training, and executing other policies related to officials and public employees, and employees under the management authority of the Ministry of Home Affairs.

Thus, the tasks and powers of the Ministry of Home Affairs regarding management of staffed officials are regulated as above.
