Based on Section V, Appendix II attached to Decree 61/2024/ND-CP dated June 6, 2024, by the Government of Vietnam, the conversion table for Awards in the field of Theater is regulated as follows:
- Use the Gold Medal of the National Professional Performance Art Competition organized by the Ministry of Culture, Sports, and Tourism as the standard for conversion.- Only consider the conversion of Gold Medals, First Prizes, A Prizes, Excellent Prizes, and Gold Cups from National or International Professional Performance Art Competitions, Festivals, and Shows, for both programs, plays, individual acts, and for individuals.- Specific conversion rates are as follows:

- The awards of a play or collective performance converted for individuals: Calculated maximally as the awards of a play or collective performance awarded at National Professional Performance Art Competitions, Festivals, Shows organized by ministries and central authorities, Central Professional Literary and Art Associations.
- In one (01) National Professional Performance Art Competition, Festival, Show organized by ministries and central authorities, Central Professional Literary and Art Associations: Only one (01) award for one (01) creative component in a play or collective performance is considered when awarded multiple awards.

According to Article 4 Decree 61/2024/ND-CP, the principle for conferring the titles of People's Artist, Artist of Merit is as follows:
- Implemented according to points a, b, and c, clause 2, Article 5 of the Law on Emulation and Commendation 2022, specifically:
Principles of Emulation, Commendation

2. Commendation is carried out following the following principles:
a) Accuracy, publicity, transparency, fairness, promptly;
b) Ensuring consistency between the form, object of commendation, achievements, and obtained results;
c) One form of commendation can be awarded multiple times to one object; do not award multiple times, different forms of commendation for one achievement; award achievements as they are achieved;
- Councils at all levels can only present cases that meet the conditions, standards, procedures, and documents prescribed in Decree 61/2024/ND-CP to the higher competent authority for consideration.- The titles of "People's Artist" and "Artist of Merit" are not conferred to co-authors of musical works and photographic works.

Pursuant to Article 5 of Decree 61/2024/ND-CP, the duration for awarding, announcing, and conferring the titles of "People's Artist," "Artist of Merit" is regulated as follows:
- The titles of “People's Artist,” “Artist of Merit” are awarded and announced according to the regulations in clause 4, Article 66 of the Law on Emulation and Commendation 2022.

4. The titles of “People's Artist,” “Artist of Merit” are awarded and announced every 03 years on the anniversary of the National Day of the Socialist Republic of Vietnam.
The duration for awarding, announcing, and conferring the titles of "People's Artist," "Artist of Merit" is every 03 years on the anniversary of the National Day of the Socialist Republic of Vietnam.
