Section 1 of Article 3 of Resolution 104/2023/QH15 will implement a comprehensive reform of salary policies according to Resolution 27-NQ/TW in 2018 from July 01, 2024.

From July 01, 2024, five new salary schedules based on job positions will be implemented according to Resolution 27-NQ/TW in 2018 as follows:

| Salary Schedule 01: Salary schedule for positions applied to officials and public employees holding leadership positions (elected and appointed) in the political system from Central to Commune level

Salary Schedule 02: Professional and professional salary schedule according to the civil servant rank and public employee's job title, applicable to officials and public employees not holding leadership positions

Salary Schedule 03: Salary schedule for military officers, police officers, non-commissioned officers (according to position, title, military rank, or rank)

Salary Schedule 04: Salary schedule for professional military personnel, police technical professionals

Salary Schedule 05: Salary schedule for defense workers, police workers (maintaining the current salary correlation of the armed forces compared to administrative officials). || --- |

The new salary from July 01, 2024, is expected to be calculated based on the salary structure as follows:

| Salary of officials and public employees, armed forces = Basic salary + Allowances (if any) + Bonus (if any) || --- |

In which:

- Basic salary (accounting for about 70% of the total salary fund)

- Allowances (accounting for about 30% of the total salary fund)

- Additional bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).

Thus, the additional bonus rate in the five new salary schedules for officials and public employees and armed forces is about 10% of the total annual salary fund, excluding allowances.

From July 01, 2024, will professional preferential allowances, responsibility allowances, and hazardous and dangerous allowances be combined according to Resolution 27?

According to Resolution 27-NQ/TW in 2018, it is stated that the current allowance policies will be rearranged, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund as follows:

- Continue to apply concurrent allowances; seniority allowances exceeding the frame; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances and specific allowances for armed forces (military, police, cryptographic).

- Combine professional preferential allowances, responsibility allowances, and hazardous and dangerous allowances (collectively called professional allowances) applied to officials and public employees in professions and jobs with higher labor conditions than usual and with appropriate state policies (education and training, health care, judiciary, prosecution, civil judgment enforcement, inspection, audit, customs, forestry, market management,...). Combine special allowances, attraction allowances, and long-term work allowances in areas with exceptionally difficult socioeconomic conditions into special difficult area allowances.

- Abolish seniority allowances (except for the military, police, cryptographic to ensure salary correlation with officials); leadership position allowances (since leadership positions in the political system will have position-based salaries); Party, social-political organization work allowances; public service allowances (since this is included in the basic salary); hazardous and dangerous allowances (since hazardous and dangerous labor conditions are already included in professional allowances).

- Establish new allowance policies according to the administrative unit classification system for Commune, District, and Provincial levels.

- Consistently implement the monthly allowance fund for non-specialized personnel at the Commune level, in hamlets and neighborhoods based on the regular expenditure ratio of the Commune People's Committee; simultaneously, regulate the maximum number of non-specialized personnel by type of Commune, hamlet, and neighborhood.

On this basis, the Commune People's Committee submits to the People's Council of the same level for specific regulation of titles entitled to allowances in the direction that one title can handle multiple tasks but must ensure the quality and efficiency of the assigned work.

Thus, from July 01, 2024, professional preferential allowances, responsibility allowances, and hazardous and dangerous allowances will be combined (collectively called professional allowances).

Will seniority allowances for officials be abolished from July 01, 2024, when implementing salary reform?
