Pursuant to Subsection 3, Section 2 of Resolution 27-NQ/TW in 2018, approved at the 7th Central Executive Committee Meeting of the 12th term, the salary reform for officials and public employees is implemented as follows:

The new salary structure includes:

- Base pay (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund).

- Additional bonuses (bonus fund equivalent to about 10% of the total annual salary fund, excluding allowances).

A payroll for positions is established for officials and public employees holding leadership positions (elected and appointed) in the political system from central to local levels based on the following principles:

- The salary level of the position must reflect the hierarchy in the political system; individuals holding leadership positions are entitled to the salary corresponding to their position. If a person holds multiple positions, they will receive the highest salary level of those positions. If individuals hold equivalent leadership positions, they will receive the same salary level. The salary level of higher-level leaders must be higher than that of lower-level leaders.

- A salary level is determined for each type of equivalent position; there is no classification based on ministries, sectors, departments, committees, or equivalents at the central level when constructing position payrolls at the central level. There is no differentiation in salary levels for the same leadership position based on the classification of local administrative units, which is implemented through the allowance regime

A specialized payroll is established for officials and professional positions according to the officials' career groups and professional positions, which is applicable to officials and public employees who do not hold leadership positions. Each officials' career group and professional position has multiple salary levels.

The salary reform is expected to be implemented from July 1, 2024, unless otherwise changed.

Therefore, the new payrolls for officials and public employees after the salary reform from July 1, 2024, will be constructed into 2 tables, including:

- 1 payroll for officials and public employees holding leadership positions.

- 1 specialized payroll for officials and professional positions, applicable to officials and public employees who do not hold leadership positions.

What is the classification of Vietnamese officials?

Pursuant to the provisions of Article 34 of the Law on Officials 2008, amended by Article 4 of the Law on amendments to the Law on Officials and the Law on Public Employees 2019, officials are classified as follows:

- Based on the fields, professions, expertise, and professional skills, officials are classified into the following grades:

+ Grade A includes those appointed to senior specialist positions or equivalent.

+ Grade B includes those appointed to principal specialist positions or equivalent.

+ Grade C includes those appointed to specialist positions or equivalent.

+ Grade D includes those appointed to managerial or equivalent positions and staff positions.

+ Grades for other official positions as regulated by the Government.

- Based on the position, officials are classified as follows:

+ Officials holding leadership and managerial positions.

+ Officials not holding leadership or managerial positions.
