According to the spirit of Resolution on the state budget estimate for 2024, which was voted by the National Assembly on the morning of November 10th, comprehensive salary policy reforms will be implemented in accordance with Resolution 27-NQ/TW in 2018.

Therefore, when implementing the salary reform in 2024 according to Resolution 27-NQ/TW in 2018, officials holding leadership positions will have a unified new payroll within the political system from central to commune level. They may also receive additional bonuses based on the salary structure, ensuring that the bonus fund is about 10% of the total annual salary fund, excluding allowances.
According to Resolution 01/NQ-CP in 2024, the Government assigned the Ministry of Home Affairs to lead the implementation. By May 2024, the new decree on the new salary regime for officials, public employees, and armed forces must be completed.
Resolution 01/NQ-CP also clearly stated the implementation of the salary reform according to Resolution 27-NQ/TW in 2018 by the Central Executive Committee on salary policy reforms for officials, public employees, armed forces, and workers in enterprises.
Therefore, May 2024 is the deadline to complete the new decree on the new salary regime for officials, public employees, and armed forces in accordance with the spirit of implementing the salary reform according to Resolution 27-NQ/TW in 2018. What are new allowances for officials after salary reform in Vietnam in 2024?
Pursuant to the spirit of Resolution 27-NQ/TW in 2018, when implementing the salary reform in 2024, officials will have 02 new allowances as follows:
(1) Occupational allowances based on combining allowances for specialized occupations, responsibility allowances, and allowances for hazardous and dangerous work. This allowance applies to officials and public employees in professions and jobs that have higher than normal labor conditions and have appropriate preferential policies of the State (education and training, healthcare, judiciary, prosecution, civil enforcement, inspection, auditing, customs, forestry management, market management, etc.).
(2) Allowances for working in difficult and special areas based on combining special allowances, attraction allowances, and long-term service allowances in economically and socially difficult areas.
However, in essence, these 02 allowances are formed from existing allowances, so these 02 allowances can be considered new in terms of "name". The detailed implementation of these two new allowances during the salary reform will require specific guiding documents in the near future
