According to the spirit of Resolution on the state budget estimate for 2024, which was voted by the National Assembly on the morning of November 10th, comprehensive salary policy reforms will be implemented in accordance with Resolution 27-NQ/TW in 2018.

Under Resolution 27-NQ/TW in 2018, when implementing the salary reform in 2024, a new system of payrolls will be developed and issued based on job positions and leadership positions to replace the current system of payrolls. The transition from the old salary to the new salary will be ensured, with no decrease in the current salary.

Base pay (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund).

Additional bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances) are also included.

Therefore, when implementing the salary reform in 2024 according to Resolution 27-NQ/TW in 2018, officials holding leadership positions will have a unified new payroll within the political system from central to commune level. They may also receive additional bonuses based on the salary structure, ensuring that the bonus fund is about 10% of the total annual salary fund, excluding allowances.

According to Resolution 01/NQ-CP in 2024, the Government assigned the Ministry of Home Affairs to lead the implementation. By May 2024, the new decree on the new salary regime for officials, public employees, and armed forces must be completed.

Resolution 01/NQ-CP also clearly stated the implementation of the salary reform according to Resolution 27-NQ/TW in 2018 by the Central Executive Committee on salary policy reforms for officials, public employees, armed forces, and workers in enterprises.

Therefore, May 2024 is the deadline to complete the new decree on the new salary regime for officials, public employees, and armed forces in accordance with the spirit of implementing the salary reform according to Resolution 27-NQ/TW in 2018. (1) Occupational allowances based on combining allowances for specialized occupations, responsibility allowances, and allowances for hazardous and dangerous work. This allowance applies to officials and public employees in professions and jobs that have higher than normal labor conditions and have appropriate preferential policies of the State (education and training, healthcare, judiciary, prosecution, civil enforcement, inspection, auditing, customs, forestry management, market management, etc.).

(2) Allowances for working in difficult and special areas based on combining special allowances, attraction allowances, and long-term service allowances in economically and socially difficult areas.
