Pursuant to the provisions in Clause 10, Article 16 of Circular 12/2017/TT-BGTVT stipulates as follows:

10. E class licenses issued to drivers controlling following types of cars:
a) Cars from 30 seats and over;
b) Cars intended for B1, B2, C and D classes.
According to the above regulations, E class licenses issued to drivers controlling following types of cars:
- Cars from 30 seats and over;
- 9-seat cars including driver seat;
- Trucks, including special trucks with design loading capacity less than 3.500 kg;
- Tractors hauling a trailer with design loading capacity less than 3,500 kg.
- Special cars with design loading capacity less than 3.500 kg;
- Trucks, including special trucks with design loading capacity from 3.500 kg and over;
- Tractors hauling a trailer with design loading capacity from 3,500 kg and over;

What is the required driver age to be issued E class licenses in Vietnam?
Pursuant to the provisions of Article 60 of the Law on Road Traffic 2008, it is stipulated as follows:
Age and health of drivers
1. The driver age is prescribed as follows:
a/ Persons aged full 16 years or older may drive mopeds with a cylinder capacity of under 50 cm3;
b/ Persons aged full 18 years or older may drive motorcycles, three-wheeled motor vehicles with a cylinder capacity of 50 cm3 or higher and vehicles with similar structure; trucks, tractors with a mass of under 3,500 kg; passenger cars of up to 9 seats;
c/ Persons aged full 21 years or older may drive trucks, tractors with a mass of 3,500 kg or more; category-B2 vehicles pulling trailers (FB2);
d/ Persons aged full 24 years or older may drive passenger cars of between 10 and 30 seals; category-C vehicles pulling trailers or semi-trailers (FC);
dd/ Persons aged full 27 years or older may drive passenger cars of over 30 seals; category-D vehicles pulling trailers (FD);
e/ The maximum age of drivers of 30 seat-plus passenger cars is 50 for women and 55 for men.
2. Drivers must be physically fit for the types and utilities of vehicles they drive. The Minister of Health shall assume the prime responsibility for, and coordinate with the Minister of Transport in, prescribing health standards for drivers, periodical health checks for automobile drivers, and medical establishments providing such health checks.
Accordingly, persons aged full 27 years or older may be issued E class licenses.
At the same time, the maximum age of drivers is 50 for women and 55 for men.
Vietnam: To upgrade to a class E driving license, how long of the time of safe driving must be obtained?
Pursuant to the provisions of Article 7 of Circular 12/2017/TT-BGTVT (supplemented by Clause 5, Article 1 of Circular 38/2019/TT-BGTVT), it is stipulated as follows:
Requirements for driving learners
1. Vietnamese citizens, foreigners who are eligible for residing, working or studying in Vietnam.
2. Minimum ages (to the time of attending the test), health and educational level as prescribed; those who apply for license upgrade may learn in advance but must be old enough to attend the test as prescribed.
3. Learners that apply for a license upgrade must obtain time and number of kilometers of safe driving as follows:
B1 class with automatic transmissions to B1: at least 01 year of driving and 12,000 km of safe driving;
b) B1 class to B2: at least 01 year of driving and 12,000 km of safe driving;
c) B2 class to C, C class to D, D class to E; B2, C, D, E classes to F; D, E classes to FC: at least 03 years of practicing as a driver and 50,000 km of safe driving;
d) B2 class to Article, C class to E: at least 05 year of practicing as a driver and 100,000 km of safe driving.
dd) If a learner who applies for a license upgrade commits administrative violation against regulations on road traffic and has his/her driving license suspended, the safe driving period shall begin from the date on which he/she finishes abiding by the decision on penalty for administrative violation
4. Learners that apply for upgrade their license to D, E classes must obtain lower secondary education degree or above.
According to the above regulations, to upgrade a driving license to class E, the driver must meet the following driving time:
- B2 class to C, C class to D, D class to E; B2, C, D, E classes to F; D, E classes to FC: at least 03 years of practicing as a driver and 50,000 km of safe driving;
- B2 class to Article, C class to E: at least 05 year of practicing as a driver and 100,000 km of safe driving.
Note: If a learner who applies for a license upgrade commits administrative violation against regulations on road traffic and has his/her driving license suspended, the safe driving period shall begin from the date on which he/she finishes abiding by the decision on penalty for administrative violation
