Classification of driver licenses
1. Class A1 is issued to:
a) Drivers of two-wheeled motorcycles with an engine capacity from 50 cm3 to under 175 cm3;
b) Disabled individuals driving three-wheeled motorcycles designed for people with disabilities.
2. Class A2 is issued to drivers for two-wheeled motorcycles with an engine capacity of 175 cm3 or above, and the types of vehicles specified for Class A1 licenses.
3. Class A3 is issued to drivers for three-wheeled motorcycles, the types of vehicles specified for Class A1 licenses, and similar types of vehicles.
4. Class A4 is issued to drivers of small tractors with a load capacity up to 1,000 kg.

What is the required age to of A1-class drivers in Vietnam?
According to Article 60 of the Road Traffic Law 2008, which specifies the age and health requirements for drivers:
Age and Health of Drivers
1. The age requirements for drivers are as follows:
a) Individuals aged 16 years or older are allowed to drive motorbikes with an engine capacity under 50 cm3;
b) Individuals aged 18 years or older are allowed to drive two-wheeled motorcycles, three-wheeled motorcycles with an engine capacity of 50 cm3 or above, and similar types of vehicles; trucks, tractors with a load capacity under 3,500 kg; and passenger cars with up to 9 seats;
c) Individuals aged 21 years or older are allowed to drive trucks, tractors with a load capacity of 3,500 kg or above; B2-class vehicles with trailers (FB2);
d) Individuals aged 24 years or older are allowed to drive passenger cars with 10 to 30 seats; C-class vehicles with trailers, semi-trailers (FC);
đ) Individuals aged 27 years or older are allowed to drive passenger cars with over 30 seats; D-class vehicles with trailers (FD);
e) The maximum age for drivers of passenger cars with over 30 seats is 50 for females and 55 for males.
2. Drivers must have health that is suitable for the type of vehicle and its functions. The Minister of Health, in cooperation with the Minister of Transport, will specify health standards for drivers, periodic health check-ups for car drivers, and regulations on medical facilities that conduct health checks for drivers.
The A1 driver license is issued to individuals who operate two-wheeled motorcycles with an engine capacity from 50 cm3 to under 175 cm3. Individuals aged 18 years or older are permitted to take the test for an A1 driver license.
What does an application for taking class A1 driving test include in Vietnam?
Pursuant to Article 9 of Circular 12/2017/TT-BGTVT (supplemented by Clause 2 of Article 2 of Circular 01/2021/TT-BGTVT) which regulates the documents for driving learners:
Documents for Driving Learners
1. For first-time driving learners, a set of documents must be prepared and directly submitted at the training institution. The documents include:
a) An application form for learning, examination, and issuance of a driver license using the template specified in Appendix 7 of this Circular;
b) A copy of the identity card or citizen identification card or passport with a valid ID number for Vietnamese citizens; a valid passport for overseas Vietnamese;
c) A copy of a valid passport for more than 06 months and a temporary residence card or permanent residence card or diplomatic ID or public service ID for foreigners;
d) A health certificate issued by a competent medical institution as per regulations.
2. For learners upgrading their driver licenses, a set of documents must be prepared and directly submitted at the training institution. The documents include:
a) The documents specified in Clause 1 of this Article;
b) A declaration of professional driving experience and safe driving kilometers using the template specified in Appendix 8 of this Circular, with responsibility for the declared contents before the law;
c) A copy of the lower secondary school diploma or equivalent or higher for those upgrading to Class D or E licenses (the original must be presented when checking the examination registration documents);
- Ethnic minority individuals who cannot read or write Vietnamese and are learning to drive Class A1 or A4 motorcycles must prepare one set of documents and submit it directly at the training institution. The documents include:
a) The documents specified in Points b and d, Clause 1 of this Article;
b) A confirmation from the commune-level People's Committee, where they reside, confirming that the individual is an ethnic minority person who cannot read or write Vietnamese, following the template specified in Appendix 24 of this Circular; the confirmation is valid for 01 year from the date of signing; the individual must sign or fingerprint the confirmation form.
Thus, learners applying for an A1 driver license must prepare the documents specified above.
