According to the provisions of Article 14 of Decree 59/2023/ND-CP, the activities of the Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns are as follows:
| Development of directions, contents, and activity plans | - The Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns develops activity plans to perform the tasks and exercise the powers stipulated in Article 38 of the Law on Implementation of Grassroots Democracy 2022 quarterly, semi-annually, annually, and through each term.
- The plan includes basic contents: objectives, requirements, contents, time, budget, implementation organization, and other guarantees necessary for implementing the activity plan.
- The activity plan can be adjusted and supplemented to match requirements, the actual situation, or arising issues.
- Based on the activity plan, the Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns develops a specific inspection and supervision plan to send to the Vietnam Fatherland Front Committee, the Chairman of the commune-level People's Committee, and other entities subject to inspection and supervision (if any), at least 5 working days before carrying out inspection and supervision activities. || --- | --- || Activity methods | - Receiving information, feedback, and proposals directly or through the suggestion box from organizations and individuals related to the inspection and supervision scope of the Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns.

According to the provisions of Article 36 of the Law on Implementation of Grassroots Democracy 2022, the regulations are as follows:
Organization of the Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns
1. The Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns consists of members elected from villages, residential groups within the commune-level area. The number of members of the People's Inspectorate Board corresponds to the number of villages and residential groups within the commune-level area, but not fewer than 5 people.
2. The term of the People's Inspectorate Board coincides with the term of Village Heads and Heads of Residential Groups in the same area.
During the term, if a member of the People's Inspectorate Board does not complete their tasks, is no longer trusted, or requests to resign from their duties, the Vietnam Fatherland Front Committee at the commune level may propose that the village or residential group that elected that member consider and relieve them from their duties.
In case there is a vacancy in the People's Inspectorate Board during the term and the remaining term is 6 months or more, the Village Front Work Committee and the Village Head or Head of the Residential Group will organize an election to supplement members of the People's Inspectorate Board according to the guidelines of the Vietnam Fatherland Front Committee at the commune level.
3. The Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns consists of the Head, Deputy Head, and members. The Head is responsible for the overall activities of the People’s Inspectorate Board; the Deputy Head assists the Head in performing tasks; other members perform duties as assigned by the Head.
According to the above regulation, the Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns must have a number of members corresponding to the number of villages and residential groups within the commune-level area, but not fewer than 5 people.
Additionally, the members of the Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns are elected from villages and residential groups within the commune-level area.
Moreover, the term of the Grassroots-level People's Inspectorate Board coincides with the term of Village Heads and Heads of Residential Groups in the same area.

According to the provisions of Article 37 of the Law on Implementation of Grassroots Democracy 2022, the regulations are as follows:

1. Possessing good moral qualities, being reputable in the community, being physically fit to fulfill tasks; having knowledge of policies and laws, and willing to participate in the People’s Inspectorate Board.
2. Permanently residing in the locality and not concurrently being a commune-level official or non-specialized individual at the commune level, in villages or residential groups.
According to the above regulation, members of the Grassroots-level People's Inspectorate Board in wards, communes, and commune-level towns must have good moral qualities, be reputable in the community, be physically fit to fulfill tasks, have knowledge of policies and laws, and be willing to participate in the People’s Inspectorate Board.
Additionally, they must be permanent residents of the locality and not concurrently hold positions as commune-level officials or non-specialized workers at the commune level, in villages, or residential groups.
