What are the job duties and evaluation criteria for a Grade II Principal lecturer in Vietnam?
Pursuant to Subsection 2 of the Job Description for Principal lecturer (Grade II) in Section I Appendix IV issued with Circular 04/2024/TT-BGDDT, the job duties and evaluation criteria for the position of Grade II Principal lecturer as follows:
(1) Teaching
- Specific job duties:
+ Teaching; guiding and grading assignments, thesis, and dissertations; chairing or participating in the evaluation boards for master's theses and doctoral dissertations if meeting the required criteria;
+ Facilitating discussions, practical exercises, experiments, and internships.
- Criteria for job completion evaluation: Fulfilling the standard teaching hours set for lecturers in the academic year as regulated.
(2) Scientific research and professional development
- Specific job duties:
+ Leading or participating in the compilation of training materials; leading or participating in scientific and technological tasks;
+ Leading or participating in the evaluation of research projects; writing and presenting scientific reports at conferences and workshops; participating in students' scientific research topics; participating in international collaboration activities and ensuring the quality of higher education;
+ Studying and enhancing knowledge in political theory, specialization, professional skills, and teaching methods; participating in practical activities to improve the quality of education and scientific research.
- Criteria for job completion evaluation:
+ Completing the lecturer's scientific research tasks in the academic year as regulated.
+ Completing the study and training tasks when being selected for professional and vocational enhancement programs.
(3) Management and service
- Specific job duties:
+ Leading or participating in the development of training programs for the field of expertise; proposing directions and measures for the development of the field or specialization; proactively updating scientific achievements for the construction and development of training programs; innovating teaching methods and assessment methods for students' learning outcomes and training.
+ Organizing guidance for students' scientific research; guiding students in effective learning and research methods; identifying students' talents and organizing training and nurturing.
+ Participating in the training and development of the lecturer team according to the requirements of professional and vocational development in the field.
+ Participating in other activities as regulated by the organization and operation rules of the university.
- Criteria for job completion evaluation:
+ Successful implementation of the approved programs for teaching.
+ Completing tasks as required by the job.
(4) Other tasks
- Specific job duties: Participating in management work, Party and organization activities, and performing other tasks as regulated by the organization and operation rules of the public university and relevant laws.
- Aim towards the criteria of active and full participation in activities.

Pursuant to Subsection 4 of the Job Description for Principal lecturer (Grade II) in Section I Appendix IV issued with Circular 04/2024/TT-BGDDT, the scope of authority for a Grade II Principal lecturer in professional and vocational work is as follows
- Being proactive in implementing assigned tasks;
- Evaluating students;
- Receiving information from the unit regarding the scope of assigned tasks;
- Being required to provide information and assess the accuracy of information for the assigned tasks.
What are the requirements for qualifications and capabilities for a Grade II Principal lecturer in Vietnam?
Pursuant to Subsection 5 of the Job Description for Principal lecturer (Grade II) in Section I Appendix IV issued with Circular 04/2024/TT-BGDDT, the requirements for qualifications and capabilities for a Grade II Principal lecturer are as follows:
(1) Qualification requirements:
- Education level:
+ Graduated from Master's degree or higher in a relevant field or specialization for teaching positions.
+ Political theory level that meets the conditions and standards of the university council chairman as regulated by the Party, laws, and competent authorities.
- Training and certification:
+ Holds a certification of professional title standard for Principal lecturer (Grade II);
+ Other knowledge (relevant to the requirements of professional and vocational work of each unit).
+ Experience (work achievements): Experienced in teaching at the university level.
- Personal qualities:
+ Absolute loyalty, trustworthiness, and compliance with the Party's policies, state laws, and regulations of the organization;
+ High sense of responsibility towards work and good teamwork coordination;
+ Honesty, firmness, and the ability to listen;
+ Calmness and carefulness;
+ Creativity andindependent thinking;
+ Other qualities (relevant to the requirements of professional and vocational work).
- Other requirements:
+ Ability to propose strategies and solutions to practical issues related to the profession.
+ Other standards and conditions as regulated by the competent authority for appointment to the professional title.
