What are the qualification and competency requirements for a Principal Lecturer at a College of Education in Vietnam (Grade II)?
Based on sub-section 5 of the Job Description for a Principal Lecturer at a College of Education (Grade II), Section II, Appendix IV issued along with Circular 04/2024/TT-BGDDT, the qualifications and competencies required for a Principal Lecturer are as follows:
(1) Qualification Requirements
- Educational Background
+ Must hold a Master's degree or higher in an appropriate teaching field matching the job position.
+ Political theory level must meet the conditions and standards for a Principal Lecturer at a college of education according to regulations of the Communist Party, law, and authorized agencies.
- Training, Certifications
+ Must have a certification in professional standards for a Principal Lecturer at a college of education.
+ Other knowledge (appropriate to the job requirements of each unit).
- Experience (Operational achievements): Experienced lecturer in teaching at colleges of education.
- Personal Qualities
+ Absolute loyalty, trustworthiness, and serious compliance with the policies of the Communist Party, the laws of the State, and the regulations of the agency;
+ High sense of responsibility and cooperation in teamwork;
+ Honesty, determination, but also willing to listen;
+ Calmness and carefulness;
+ Creativity, independent thinking;
+ Other qualities (as appropriate to the job requirements).

Based on sub-section 2 of the Job Description for a Principal Lecturer at a College of Education (Grade II), Section II, Appendix IV issued along with Circular 04/2024/TT-BGDDT, the tasks and evaluation criteria for this position are as follows:
(1) Teaching:
- Specific tasks:
+ Teaching; guiding students in thesis and graduation projects (if any).
+ Educating professional ethics and work attitudes through teaching. Evaluating students' learning outcomes and graduation results.
+ Leading or participating in curriculum design; continually updating scientific achievements in curriculum development; innovating teaching methods and assessment of students' performance.
+ Participating in the training and development of the lecturer team in accordance with professional and operational development; leading or participating in organizing professional activities within the department, faculty, or educational institution.
+ Participating in class management, academic advising; guiding discussions, practicals, experiments, and internships.
- Evaluation Criteria
+ Completing the standard teaching hours of a lecturer in one academic year;
+ Outcomes in developing and advising on training programs;
+ Results of activities in training and developing the lecturer team.
(2) Scientific Research and Professional Development
- Specific tasks:
+ Organizing and guiding students in scientific research; guiding students on effective learning and research methods; identifying students' talents for training and nurturing.
+ Participation in composing educational books.
- Evaluation Criteria: Completion of scientific research tasks corresponding to the title or job position.
(3) Other Duties
