On March 29, 2024, based on the proposal from the Director of the Personnel Department, the Minister of Information and Communications issued Circular 01/2024/TT-BTTTT amending the Appendix attached to Circular 08/2023/TT-BTTTT guiding the positions of leadership, management, and professional titles for public employees in the information and communications sector within public service provider units, as well as Circular 09/2023/TT-BTTTT guiding the positions of professional officials in the information and communications sector within agencies and organizations of the same field.

In particular, Article 2 of Circular 01/2024/TT-BTTTT amends the job description for the position of telecommunications management specialist for the year 2024 as follows:

Position Name: Telecommunications Management Specialist

Corresponding Official Grade: Specialist

Job Objectives: Participate in research, advising on the development of legal documents; strategies, plans, policies, programs, projects, and significant schemes in the telecommunications and Internet fields; lead or participate in organizing the implementation of specialized tasks in assigned areas.

JOB DESCRIPTION:

- Participate in researching, developing, guiding, implementing, inspecting, and supervising the enforcement of regulations by the Politburo, Secretariat; legal documents; strategies, plans, policies, programs, projects, significant schemes in the telecommunications and Internet fields (including specialized telecommunications serving Communist Party and State agencies).

- Participate in summarizing, evaluating, and reporting on the implementation of regulations by the Politburo, Secretariat; legal documents; strategies, plans, policies, programs, projects, significant schemes in the telecommunications and Internet fields.

- Participate in professional training, sharing experiences in policymaking and execution in the telecommunications and Internet fields.

- Lead or participate in organizing the implementation of professional activities as assigned, specifically:

(1) Telecommunications and Internet Fields

+ Appraise and resolve administrative procedures in the telecommunications and Internet fields.

+ Collect, analyze, and evaluate telecommunication and Internet management activities.

+ Resolve petitions, complaints, and disputes in the telecommunications and Internet fields.

+ Develop standards, quality criteria for products, services in the telecommunications field, economic-technical norms, science and technology projects pertinent to the telecommunications and Internet fields.

+ Monitor telecommunications and Internet activities.

+ International cooperation in the telecommunications and Internet fields.

+ Manage Internet resources.

+ Promote the development of Internet resource utilization.

(2) Specialized Telecommunications Serving Communist Party and State Agencies (applied to the Central Post Office):

+ Develop and implement projects for network system development.

+ Research, deploy, and apply new technical technologies ensuring compatibility, synchronization, and safety for telecommunication, information networks suited to the general development plans.

+ Consolidate, analyze, evaluate the current status, and output in the telecommunications network.

+ Control telecommunications (Monitor communication session connections, operational control; manage reception from various localities; record on TH5A, register installation movements, document handling, requests, directives related to the work…).

- Execute other duties as prescribed by law or assigned by superiors.

What competencies must a telecommunications management specialist possess?

According to Section III Competency Framework for professional official positions in the information and communications sector outlined in Appendix III attached to Circular 09/2023/TT-BTTTT, a telecommunications management specialist must have the following competencies:

- Firmly grasp the guidelines, policies of the Communist Party, laws concerning the sector, work field objectives, management targets, and the principles and mechanisms of professional management within the work scope.

- Possess the ability to participate in drafting and guiding the implementation of policies, state management regulations pertinent to the sector or local operational areas; the capability to engage in research supporting management and handling management information.

- Competency in working independently or in teams; skills in drafting documents and presenting the advised or proposed issues.
