The National Assembly promulgates the Law on Management and Protection of National Defense Works and Military Zones 2023? What is the scope of adjustment?
Pursuant to Article 1 of the Law on Management and Protection of National Defense Works and Military Zones 2023, the regulations are as follows:
The Law on Management and Protection of National Defense Works and Military Zones 2023 stipulates the management and protection of national defense works and military zones; the rights, obligations, and responsibilities of agencies, units, organizations, households, individuals; policies within the activities of managing and protecting national defense works and military zones.
Simultaneously, according to Article 34 of the Law on Management and Protection of National Defense Works and Military Zones 2023, the regulations are as follows:
Effective Date
1. This Law shall come into effect on January 1, 2025.
2. The Ordinance on the Protection of National Defense Works and Military Zones No. 32-L/CTN shall cease to be effective from the date this Law comes into effect.

What are the principles of managing and protecting national defense works and military zones?
Pursuant to Article 3 of the Law on Management and Protection of National Defense Works and Military Zones 2023, the principles for managing and protecting national defense works and military zones are as follows:
- Comply with the Constitution and laws; accordance with international treaties to which the Socialist Republic of Vietnam is a member and relevant international agreements; protect the interests of the State, and the legal rights and interests of organizations and individuals.
- Managing and protecting national defense works and military zones is a key, regular task, the responsibility of all people and the entire political system, with the People's Army as the core force.
- Combining the management and protection of national defense works and military zones with socio-economic development, linking socio-economic development with the management and protection of national defense works and military zones.
- Management and protection of national defense works and military zones must be unified according to approved planning and plans; ensure secrecy, safety, proper purpose, and efficient use, suitable for each type, group of national defense works, and military zones.
How are national defense works and military zones classified according to functions, tasks, and usage purposes?
Pursuant to Article 5 of the Law on Management and Protection of National Defense Works and Military Zones 2023, the classification of national defense works and military zones is as follows:
According to functions, tasks, and usage purposes, national defense works and military zones are classified into Type A, Type B, Type C, and Type D.
(1) Type A national defense works and military zones serve combat defense tasks to protect the Fatherland, including:
- National defense works include command works, combat operations assurance works; wartime evacuation works of Central Committees, Ministries, branches; military airports, military ports; natural caves renovated or planned for use for combat, defense duties; ancient citadels, ancient fortresses, trenches, and turrets left by history;
- Military zones include areas for command posts at all levels, military bases, areas for combat deployment, and combat assurance.
(2) Type B national defense works and military zones serve training and exercise missions for army forces and the Militia and Self-defense forces, including:
- National defense works include shooting ranges, training grounds;
- Military zones include shooting ranges, training centers, areas serving military exercises under the Ministry of Defense.
(3) Type C national defense works and military zones serve the storage, repair, destruction of weapons, ammunition, equipment, research, testing, production of defense products, including:
- National defense works for storing ammunition, weapons, technical equipment at all levels; storing logistics materials, and petrol and oil for the army; works for research, testing, production, destruction of weapons, ammunition, equipment;
- Military zones include storages of ammunition, weapons, technical equipment, logistics materials; defense factories, research facilities, weapon testing areas, areas for the destruction of weapons and ammunition.
(4). Type D national defense works and military zones serve the regular living, studying, and working activities of the army, including:
- National defense works include office buildings, housing, dining rooms, kitchens, auditoriums, specialized buildings, technical infrastructure works;
- Military zones include premises of military agencies at all levels, military barracks, academies, schools, research institutes, hospitals, clinics, convalescent facilities, military nursing centers, cultural and sports defense centers, service housing complexes, military museums, and detention facilities.
