Principles of Organizing the Parent Representative Board
1. The Parent Representative Board is organized for each school year, elected by parents or guardians of students (hereinafter referred to as parents of students) attending each class and each school to cooperate with the school in implementing educational activities.
2. Do not organize the Parent Representative Board in a manner that spans multiple schools or at administrative levels.

Based on the provisions of Article 3, the Statute of the Parent Representative Board issued along with Circular 55/2011/TT-BGDDT stipulates the organizational structure of the school's Parent Representative Board as follows:
- Each school has a Parent Representative Board consisting of a Head, Deputy Heads, and standing members (if necessary).
- Members participating in the school's Parent Representative Board are the Head or Deputy Head of the class Parent Representative Boards.
- The number of deputies and standing members (if any) of the school's Parent Representative Board is decided by a meeting of the Heads and Deputy Heads of the class Parent Representative Boards.
- The term of the school's Parent Representative Board is one school year.
What are the duties and rights of the Parent Representative Board of the school?
Based on the provisions of Article 6, the Statute of the Parent Representative Board issued along with Circular 55/2011/TT-BGDDT stipulates the duties and rights of the Parent Representative Board of the school as follows:
(1) Duties of the Parent Representative Board of the school:
- Collaborate with the Principal to implement the school year tasks and educational activities based on the content agreed upon at the beginning of the school year meeting of the Parent Representative Board of the school;
- Collaborate with the Principal to guide, propagate, and disseminate laws, guidelines, and policies on education for parents, aiming to enhance the responsibility of caring for, protecting, and educating students;
- Collaborate with the Principal to organize the education of students with weak conduct to continue training during summer holidays in the local area;
- Collaborate with the Principal to educate students on ethics; train, encourage excellent students, help weak students; assist poor students, disabled students, and those in difficult circumstances; encourage students who have dropped out to return to school;
- Guide work organization and activities for the class Parent Representative Boards.
(2) Rights of the Parent Representative Board of the school:
- Decide to convene meetings as stipulated in Article 9 of the Statute of the Parent Representative Board issued along with Circular 55/2011/TT-BGDDT (except for the beginning of the school year meeting to elect the Parent Representative Board of the school) after agreement with the Principal;
- Based on the opinions of the class Parent Representative Boards to propose to the Principal necessary measures to fulfill the school's academic year tasks and manage and educate students;
- Decide on expenditures for activities of the Parent Representative Board from voluntary contributions and sponsorships as stipulated in Article 10 of the Statute of the Parent Representative Board issued along with Circular 55/2011/TT-BGDDT.

Based on Article 7, the Statute of the Parent Representative Board issued along with Circular 55/2011/TT-BGDDT stipulates the duties and rights of the Head, Deputy Head, and members of the Parent Representative Board of the school as follows:
(1) Duties and rights of the Head of the Parent Representative Board of the school:
Duties of the Head of the Parent Representative Board of the school:
- Plan and organize activities of the Parent Representative Board according to the provisions of Article 9 of this statute;
- Anticipate task assignments for Deputy Heads and standing members to be approved at the whole meeting of the Parent Representative Board of the school;
- Prepare the content for meetings of the Parent Representative Board of the school;
- Gather opinions from the class Parent Representative Boards and from parents to coordinate with the Principal in resolving issues.
Rights of the Head of the Parent Representative Board of the school:
- Chair meetings of the Parent Representative Board of the school (except for the meeting to elect the Head of the Parent Representative Board of the school);
- Coordinate with the school to organize educational activities for students;
- Organize the encouragement of students who have dropped out to return to school;
- Regularly meet with the Principal regarding activities of the Parent Representative Board of the school;
- Resolve complaints from parents about the school's educational activities.
(2) Duties and rights of the Deputy Heads of the Parent Representative Board of the school:
Deputy Heads of the Parent Representative Board of the school assist the Head, act on behalf of the Head for assigned tasks, and chair meetings of the Parent Representative Board if authorized by the Head.
(3) Duties of the members of the Parent Representative Board of the school:
Members of the Parent Representative Board of the school execute tasks assigned by the Parent Representative Board of the school.
