Pursuant to Article 24 of the Charter of the Vietnam General Association of Notaries promulgated together with Decision 1621/QD-BTP in 2019 stipulating as follows:
Member of General Association and Association of Notaries
1. General Association members include practicing notaries and notary associations.
The Association of Notaries has been established as an ex-officio member of the Vietnam General Association of Notaries.
Notary associations have an equal relationship, solidarity, assistance and exercise of rights and obligations in accordance with the law and this Charter.
2. The members of the Association of Notaries include notaries who are practicing in the provinces and centrally-run cities and have joined the Association.
Thus, the General Association's members include practicing notaries and notary associations.

What are the rights and obligations of members of the General Association and Association of Notaries in Vietnam?
Pursuant to Clause 2, Article 25 of the Charter of the Vietnam General Association of Notaries promulgated together with Decision 1621/QD-BTP in 2019 stipulating the rights and obligations of members of the Association of Notaries as follows:
Rights of members:
- Rights as prescribed by law;
- To be supported and protected by the General Association and Association of Notaries in professional practice;
- To be able to stand for self-nomination, to nominate delegates to attend the National Congress of Notary Deputies, the Congress of Notaries Association; participate in the bodies of the Association, the Association of Notaries; be nominated by the General Association or Association of Notaries to be candidates for elected offices, agencies of other social organizations at the central and local levels in accordance with the law and the charters of such organizations;
- Supervising the activities of the agencies of General Association and the Association of Notaries; propose handling of violations;
- Complaints against decisions of the agencies of General Association and the Association of Notaries which are contrary to the provisions of law and this Charter; violate their lawful rights and interests;
- Other rights as provided for in this Charter and the Regulations of the Notary Public Association.
Obligations of members:
- To perform the obligations of members in accordance with the law;
- Comply with the Code of Ethics for Notary Practice, the Charter of the General Association, the Rules of the Notary Association, Resolutions and Decisions of the General Association and Association of Notaries of which he/she is a member;
- Organize for notaries of notarial practice organizations headed by them to participate in activities of the General Association and Association of Notaries;
- To comply with the request of the Executive Board on the cessation of violations of the law and the Code of Ethics for notarial practice of the notarial practice organization headed by them;
- Every 6 (six) months and annually, report to the Executive Board on the organization and operation of the notarial practice organization headed by him;
- Pay membership fees in full and on time;
- Other obligations in accordance with this Charter and the Regulations of the Notary Public Association.
What are the duties and powers of the Executive Committee of the Association of Notaries in Vietnam?
Pursuant to Article 19 of the Charter of the Vietnam General Association of Notaries promulgated together with Decision 1621/QD-BTP in 2019 stipulating the duties and powers of the Executive Board of the Association of Notaries as follows:
- Organizing the implementation of the Resolution of the General Meeting, the General Association's Charter and the Regulations of the Notary Association;
- To decide on the annual program and work plan of the Notary Public Association;
- Electing the President and Vice President of the Notary Public Association;
- To promulgate the Regulation on the operation of the Executive Board, the Regulation on the management and use of finance and assets of the Notary Public Association and internal regulations of the Association in accordance with the provisions of the General Association's Charter, the Regulations of the Notary Association and regulations of law;
- Supervising members in complying with the law, the Code of Ethics for Notary Practice, the Charter of the General Association and the Rules of the Notary Association;
Supervising the activities of notarial practice organizations;
To request competent agencies to request notarial practice organizations to terminate law violations and handle them in accordance with law;
- Carry out annual training in notarization under the Association's guidance;
- Organize training courses according to professional needs, on skills in management and administration of notarial practice organizations;
- Consult with the Department of Justice in the appointment, re-appointment, dismissal of notaries, establishment, consolidation, merger, transfer, termination of operation of notary practice organizations under the law;
- Conciliation of disputes related to practice between members, between members and notarial practice organizations; between notarial practice organizations; between notarization requesters and members or notarial practice organizations;
- Collecting opinions and gathering opinions of notaries in the formulation of relevant policies and laws;
- Organize the implementation of international cooperation activities in accordance with the law and the Association's guidelines;
- To report to the General Association and the People's Committee of the province where the Association is established on the organization and operation of the Association in accordance with the provisions of law and under the guidance of the Standing Board of the Association;
- Consider and decide to admit members, to withdraw members; consider and decide on reward and discipline for members; settle complaints and denunciations of members;
- Other duties and powers as prescribed by law and the Charter of the Vietnam General Association of Notaries promulgated together with Decision 1621/QD-BTP in 2019.
