What are the regulations on the standards of level II public employees for information security in Vietnam?
According to Article 5 of Circular 45/2017/TT-BTTTT it is stipulated as follows:
"Article 5. Grade II Information Security
1. Duties:
a) Take the lead in organizing the analysis and design of systems to ensure the safety of information systems, specialized databases, and integrated national-scale databases, across-the-sector, inter-sector, ministry-level or for economic regions or inter-provincial, provincial levels;
b) Take the lead or participate in the development of information system protection plans;
c) Take the lead or participate in developing regulations, procedures regarding information security;
d) Organize or participate in the approval of projects, initiatives about information security for information systems, specialized databases, and integrated databases. Participate in the appraisal of initiatives, inventions, and scientific research results on information security, IT, and IT applications in practice;
đ) Take the lead or participate in organizing the implementation of projects, directly or participate in solving complex issues related to the project of information security involving many IT engineering fields. Directly participate in maintaining, warranting, and servicing security systems for the information systems of units, sectors according to assigned tasks. Resolve software system security incidents, information system issues, databases upon request;
e) Take the lead or participate in drafting technical guidelines, procedures, regulations; build economic - technical norms in the analysis, design, and deployment of information security systems;
g) Take the lead or participate in developing programs, strategic projects for the development of information security systems within the sector. Participate in building information security policies;
h) Take the lead or involve in setting objectives, scientific research programs, training programs for information security and IT for officials and public employees of the sector; take the lead or participate in compiling materials, training curriculum, and teaching information security and IT for officials and public employees of the sector;
i) Take the lead or involve in IT application research projects; summarize technical management experiences and IT application deployment in practice;
k) Summarize professional expertise; participate in preparing content for specialized technical workshops domestically and internationally;
l) Guide the professional operation for lower-ranking public employees in information security.
2. Standards of training and fostering qualification:
a) Hold a university degree or higher in relevant IT-related fields;
b) Have level 3 (B1) foreign language proficiency according to the provision of Circular 01/2014/TT-BGDĐT;
c) Possess a certification in professional standards training for Grade II Information Security.
3. Standards of professional competence and skills:
a) Proficient in professional skills related to the organization, operation of the sector, localities, units, and facilities related to assigned tasks;
b) Effectively perform duties according to legal provisions on information technology, information security, and other relevant legal regulations."

What are the standards of Grade II Information Security public employees in Vietnam under the new regulations from August 15, 2022?
According to Article 6 of Circular 08/2022/TT-BTTTT it is stipulated as follows:
"Article 6. Grade II Information Security - Code V.11.05.10
1. Duties:
a) Take the lead or participate in developing and implementing programs, projects on information security of agencies and units;
b) Take the lead or participate in organizing the design, construction, and implementation of solutions to ensure system security by level for information systems, specialized databases, and integrated national-scale databases, across-the-sector, inter-sector, ministry-level, or for economic regions or inter-provincial, provincial levels;
c) Take the lead or participate in developing protection plans for information systems; carry out inspections, assessments on compliance with approved information system security plans;
d) Appraise projects, initiatives on information security for information systems, specialized databases, and integrated databases;
đ) Resolve complex issues regarding information security; directly participate in maintaining, warranting, and servicing security systems for the information systems of units, sectors according to assigned tasks; response, troubleshoot information security incidents, infrastructure disruptions, software systems, information systems, databases upon request;
e) Take the lead or participate in drafting technical manuals, regulations, procedures, and guidelines on information security; develop information security policies; build programs, materials, and conduct professional training for lower-ranking information security public employees;
g) Take the lead or participate in specialized scientific research on information security; summarize and gain experience from professional, technical management, and practical implementation of information security;
h) Participate in developing economic - technical norms in the analysis, design, and deployment of information security systems;
i) Participate in performing coordination tasks on cybersecurity as prescribed or per the competent authority’s request.
2. Standards of professional competence and skills:
a) Firmly grasp the principles, policies of the Communist Party, laws, and development orientation, strategies, policies of the information security sector;
b) Proficient in professional skills; thoroughly understand the situation and development trends of the domestic and global information security sector; capable of organizing research, updating, and applying new technologies, platforms, and standards in professional activities;
c) Effectively perform duties according to legal provisions on information security and other relevant legal regulations;
d) Capable of working independently or in groups, proficient in drafting professional documents and presenting assigned advisory, proposal issues;
dd) Capable of using a foreign language or an ethnic minority language (for public employees working in ethnic minority areas) as required by the job position.
3. Standards of training and fostering qualification:
a) Hold a university degree or higher in relevant information technology fields;
b) Possess a certification in professional standards training for information security profession."
What are requirements for public employees applying or being considered for promotion to Grade II Information Security professional titles?
According to Clause 4, Article 6 of Circular 08/2022/TT-BTTTT it is stipulated:
- Requirements for public employees applying or being considered for promotion to Grade II Information Security professional titles
+ Have held the Grade III Information Security professional title or an equivalent position for at least 09 years (a full 108 months, exclusive of probationary and trial service period). In the case of equivalent positions, there must be at least 01 year (a full 12 months) holding the Grade III Information Security professional title by the deadline for application submission;
+ During the time holding the Grade III Information Security professional title or an equivalent position, the individual must have led or participated in researching and developing at least 02 (two) topics, projects, programs on information security at the grassroots level or higher that were assigned to the unit employing public employees for research lead, and have been appraised by competent authorities; or led or participated in developing security plans for at least 02 (two) Grade 3 or higher information systems appraised by competent authorities; or led the development of at least 02 (two) regulations, technical procedures on information security approved by competent authorities; or participated in researching, developing at least 01 (one) information security product or solution that received an award at the ministerial, provincial level, or equivalent.
Circular 08/2022/TT-BTTTT takes effect from August 15, 2022.
