How is the rotation of medical personnel in Ho Chi Minh City implemented based on principles?

Pursuant to Guidance 2224/HD-SYT in 2023 on the principles of rotating medical personnel as follows:

- Medical personnel are rotated for a fixed term either individually or in specialized groups.

- Medical personnel implementing rotation policies must rotate for a minimum period of 02 months and a maximum of 12 months (unless they volunteer for a longer period).

- Medical personnel can be dispatched for rotations multiple times, at various locations as required by lower-level units.

Each rotation period, based on the work needs of the receiving unit, should arrange for personnel to work 02 days/week, 01 week/month, with cumulative time considered for calculating the total completion of rotation policies. The maximum duration of each rotation period shall not exceed 60 days per term.

- The funds for upper-level healthcare facilities to send medical staff to support lower-level facilities will be covered by the state budget based on the actual number and time of the dispatched medical staff. The time for medical personnel's rotation is calculated monthly/person/rotation.

Healthcare facilities under the Department of Health will have their funds ensured by the Department of Health; Health Centers under the District, City, Thu Duc City People's Committees will have their funds covered by the district, city, and Thu Duc City budgets.

- Medical personnel receiving commendations from their unit or the unit they were rotated to receive priority for early salary increases, change of professional titles when eligible under the law, and enjoy other commendation policies as regulated by their unit.

How will doctors rotating at local health stations in HCMC be provided allowances?

Doctors rotating at local health stations in HCMC will receive the following amounts:

(1) Amounts and allowances paid by the dispatching unit:

- 100% salary, salary allowances (excluding career bonus allowances), and other benefits as per regulations while working at the dispatching unit.

- Career bonus allowances, hazard allowances, special allowances, area allowances (if any): They will enjoy the same level as lower-level healthcare workers at the destination; if the allowances at the destination are lower than at the dispatching unit, they will maintain the current levels.

- Monthly special allowance at 50% of the current salary plus position allowances and seniority allowances (if any).

The monthly special allowance at 50% of the current salary grade including position and seniority allowances (if any) is calculated based on actual working days at the receiving healthcare facility each month and is paid together with the next month's salary.

The daily special allowance for actual working days at the receiving healthcare facility is calculated as follows:

- Compensation for curriculum writing, teaching materials, training; speaker fees as per policies for training, refreshing state officials, and public employees when participating in training during rotations.

- Payment for official travel compensation policies as per current regulations. For accommodation fees, if the receiving unit has arranged accommodation, no reimbursement is provided.

Rotation travel allowances are applied as per regulations at Circular 40/2017/TT-BTC.

For medical personnel rotating to Thao An Island Commune Health Station, Can Gio District, they will receive a residency allowance: 200,000 VND/person/actual day traveling to the sea, island; reimbursement of accommodation fees at the destination: 3,000,000 VND/person/month.

- Support for travel cost reimbursement per current official travel policies; if using agency transport, no reimbursement is provided.

(2) Amounts paid by the receiving unit:

- Specific allowances for public health employees such as: on-call allowances, surgery, procedure allowances, epidemic combating allowances, overtime and night shift pay as per prescribed policies.

- Other benefits such as additional income, bonuses (if any).

- Monthly allowances for health workers during rotation at ward, commune, and commune-level town health stations according to point b Clause 2 Article 2 of Decision 06/2015/QD-UBND.
