Vietnam: Are vehicle registration certificates issued before 15/8/2023 still valid?
On July 1, 2023, the Ministry of Public Security of Vietnam issued Circular 24/2023/TT-BCA providing for the grant and revocation of registration and license plates of motor vehicles. Here
Accordingly, based on Article 39 of Circular 24/2023/TT-BCA on the terms of the next trip as follows:
Transition Terms
1. For vehicles that have registered a 5-digit plate before the effective date of this Circular but have not yet carried out the procedures for revocation, such license plate number shall be determined as the identification plate number of the vehicle owner.
2. For vehicles with a 5-number plate registered, if the vehicle owner has carried out the procedures for revocation before the effective date of this Circular, such license plate number will be transferred to the number plate warehouse for license plate issuance as prescribed.
3. For vehicles with registered 5-digit plates with symbols "LD", "DA", "MD", "R", they continue to be allowed to participate in traffic, even when the license plate is renewed or re-issued. unless the vehicle owner wishes to issue a license plate according to the provisions of this Circular.
4. Vehicles that have been registered with a 3- or 4-digit number plate will continue to be allowed to participate in traffic, unless the vehicle owner wishes to issue a license plate or when the vehicle owner carries out procedures for granting and changing the registration certificate. vehicle registration, license plate change, re-issue of vehicle registration certificate, license plate re-issue or registration of name change, vehicle movement under the provisions of this Circular, the license plate of 3 or 4 numbers shall be revoked and issue and change to the identification number plate according to regulations.
5. For the commune-level police department authorized to register motorcycles before the effective date of this Circular, they shall continue to register their motorbikes according to the provisions of this Circular.
6. Vehicle registration certificate form issued together with Circular No. 58/2020/TT-BCA of the Minister of Public Security and license plates of cars, trailers, semi-trailers and motorcycles with 5-digit license plates manufactured before the date this Circular takes effect, it may continue to be used until the end.
Thus, according to the above regulations, vehicle registration certificates issued before August 15, 2023 according to Circular 58/2020/TT-BCA will still be used until the end.
Accordingly, in Article 23 of Circular 58/2020/TT-BCA stipulates as follows:
Expiration date of vehicle registration certificate
1. The certificate of registration of trucks, passenger cars and modified vehicles shall be recorded according to the useful life as prescribed by the Government.
2. Certificate of registration of cars and motorcycles of foreigners working in diplomatic missions, consular offices, representative offices of international organizations according to the time limit on the identity card diplomatic or official identity card; Vehicles temporarily imported by ODA experts and overseas Vietnamese invited to work in Vietnam shall be recorded according to the working term in Vietnam.
3. The certificate of registration of cars and motorcycles issued by diplomatic missions, consular offices, and representative offices of organizations has a term of 5 years for the first time and is renewed every 3 years.
Thus, in the case of vehicle registration certificates of trucks, passenger cars, and modified vehicles, they will be used until the end of the term.
For vehicle registration certificates for cars and motorbikes of foreigners working in diplomatic missions, consular offices, representative offices of international organizations, according to the deadlines on the diplomatic identity cards or official identity card; Vehicles temporarily imported by ODA experts and overseas Vietnamese who are invited to return home to work may use them until the end of their working term in Vietnam.
For vehicle registration certificates for cars and motorcycles issued by diplomatic missions, consular offices, and representative offices of organizations registering for the first time, they are valid until the expiry date (5 years from the date of issue, extension is 03 years from the date of granting the extension).
Accordingly, for vehicles that do not fall into the above cases, there will be no expiry date in vehicle registration certificates.
For example, for personal motorbikes, the section "Vehicle registration is valid until the date" will be left blank. Therefore, vehicle registration certificates for individuals issued under Circular 58/2020/TT-BCA will continue to be used as of August 15, 2023.

Pursuant to Article 35 of Circular 24/2023/TT-BCA as follows:
Expiration date of vehicle registration certificate
1. The certificate of registration of trucks, passenger cars and modified vehicles shall be recorded according to the useful life as prescribed by law.
2. Certificate of registration of cars and motorbikes of foreigners who are members of diplomatic missions, consular offices, representative offices of international organizations, according to the time limit on foreign identity cards. delivery, official identity card, consular identity card, honorary consular identity card, identity card (universal) respectively; Vehicles of foreigners living and working in Vietnam according to the time limit on the permanent residence card or temporary residence card.
3. The certificate of registration of cars and motorcycles issued by diplomatic missions, consular offices, and representative offices of the organization is valid for 5 years for the first time and can be renewed every 3 years.
Accordingly, the expiry date of vehicle registration certificates shall comply with the above content.
- Trucks, passenger cars, and modified vehicles: are recorded according to their useful life as prescribed by law.
- Cars and motorbikes owned by foreigners who are members of diplomatic missions, consular offices or representative offices of international organizations:
According to the time limit on the diplomatic identity card, official identity card, consular identity card, honorary consular identity card, identity card (universal) respectively;
- Vehicles of foreigners living and working in Vietnam:
According to the term on the permanent residence card, temporary residence card.
- Cars and motorcycles of diplomatic missions, consular offices, representative offices of organizations:
The first term is 5 years and can be renewed every 3 years.

Pursuant to the provisions of Article 38 of Circular 24/2023/TT-BCA on the effect as follows:
Effectiveness
1. This Circular takes effect from August 15, 2023.
2. This Circular replaces Circular No. 58/2020/TT-BCA dated June 16, 2020 of the Minister of Public Security stipulating the process of granting, revoking registration and number plates of road motor vehicles (partially repealed according to Circular No. 65/2022/TT-BCA dated December 30, 2022 of the Minister of Public Security annulling all or part of a number of legal documents).

Thus, Circular 24/2023/TT-BCA on vehicle registration is officially applied from August 15, 2023. Circular 24/2023/TT-BCA replaces Circular 58/2020/TT-BCA.
