April 30 and Hung Kings Commemoration Day of Vietnam in 2023: Which ranges may fireworks be fired?
Based on the provisions of clause 2 Article 11 Decree 137/2020/ND-CP and clause 5 Article 11 Decree 137/2020/ND-CP regulations are as follows:
Cases of organizing firework displays
1. Lunar New Year
a) Central municipalities and Thua Thien Hue Province can have high and low-altitude firework displays lasting no more than 15 minutes; other provinces can only have low-altitude firework displays lasting no more than 15 minutes;
b) The display time is at Lunar New Year's Eve.
2. Hung Kings Commemoration Day
a) Phu Tho Province can have low-altitude firework displays lasting no more than 15 minutes, shooting location at the Hung Temple area;
b) The display time is at 9 PM on the 9th day of the 3rd lunar month.
3. National Day
a) Central municipalities and Thua Thien Hue Province can have high and low-altitude firework displays lasting no more than 15 minutes; other provinces can only have low-altitude firework displays lasting no more than 15 minutes;
b) The display time is at 9 PM on September 2.
4. Dien Bien Phu Victory Day
a) Dien Bien Province can have low-altitude firework displays lasting no more than 15 minutes, shooting location in Dien Bien Phu City;
b) The display time is at 9 PM on May 7.
5. Victory Day (April 30)
a) The capital Hanoi and Ho Chi Minh City can have high and low-altitude firework displays lasting no more than 15 minutes;
b) The display time is at 9 PM on April 30.
6. Anniversary of the liberation or founding of central municipalities and provinces
a) Central municipalities and Thua Thien Hue Province can have high and low-altitude firework displays lasting no more than 15 minutes; other provinces can only have low-altitude firework displays lasting no more than 15 minutes;
b) The display time is at 9 PM on the anniversary day of liberation or founding of the central municipalities and provinces.
7. National, international cultural, tourism, sports events.
8. Other cases as decided by the Prime Minister.
Based on the provisions of clause 3 Article 3 Decree 137/2020/ND-CP regulations are as follows:
- Low-altitude firework display refers to the use of specialized technical equipment to launch fireworks to a height not exceeding 120 m. High-altitude firework display refers to the use of specialized launch tubes and equipment to launch fireworks to a height over 120 m.
According to the above regulations, on Victory Day April 30, in Hanoi and Ho Chi Minh City, low-altitude firework displays are allowed with a height not exceeding 120m, and high-altitude firework displays with a height exceeding 120m.
For Hung Kings Commemoration Day, Phu Tho Province can have low-altitude firework displays not exceeding 120m.

What are principles in managing and using pyrotechnics and pyrotechnic compositions in Vietnam?
Based on the provisions of Article 4 Decree 137/2020/ND-CP regulations are as follows:
Principles for pyrotechnics and pyrotechnic compositions management and usage
1. Comply with the Constitution and laws of the Socialist Republic of Vietnam.
2. The management and use of fireworks, explosive fireworks, and propellants must ensure proper purposes, conformity, safety, and environmental protection.
3. Managers and users of fireworks, explosive fireworks, and propellants must ensure that they meet the prescribed conditions.
4. Fireworks, explosive fireworks, propellants, and all types of lost or damaged permits must promptly report to the competent managing authority.
5. Fireworks, explosive fireworks, and propellants that are no longer needed, expired, or no longer usable must be destroyed as prescribed.
6. The destruction of fireworks, propellants must ensure proper sequences, safety, environmental protection, and accordance with the laws.
The management and usage of fireworks and propellants must comply with 6 principles as prescribed above.
Vietnam: When do Hung Kings Commemoration Day, April 30, and May 1, 2023 fall?
Hung Kings Commemoration Day in 2023 falls on April 29, 2023 (Saturday, a weekend day)
April 30 coincides with Sunday
International Labor Day on May 1 falls on Monday
Hence, Hung Kings Commemoration Day, April 30, and May 1, 2023, will occur consecutively over three days from Saturday to Monday.
Based on Article 112 Labor Code 2019 regulations are as follows:
Public holidays and New Year holidays
1. Employees are entitled to fully-paid leave on the following holidays and New Year’s holidays:
a) New Year's Day: 01 day (January 01 of the solar calendar);
b) Lunar New Year holiday: 05 days;
c) Victory Day: 01 day (April 30 of the solar calendar);
d) International Labor Day: 01 day (May 01 of the solar calendar);
đ) National Day: 02 days (September 02 of the solar calendar and 01 day immediately before or after it);
e) Hung Kings Commemoration Day: 01 day (March 10 of the lunar calendar).
2. Foreign workers working in Vietnam, in addition to the holidays prescribed in clause 1 of this Article, are entitled to 01 traditional New Year's Day and 01 National Day of their country.
3. Annually, based on actual conditions, the Prime Minister decides the specific holidays specified at points b and đ clause 1 of this Article.
Hence, if employees have weekly days off on Saturday and Sunday, the Hung Kings' Commemoration and April 30 - May 1, 2023 holidays will extend for 5 consecutive days from April 29, 2023, to May 3, 2023. (From Saturday to Wednesday).
If employees only have Sundays as weekly days off, then the Hung Kings' Commemoration, April 30, and May 1 holidays will extend from April 29, 2023, to May 2, 2023 (4 consecutive days from Saturday to Tuesday).
