How to renew a driving license?
Pursuant to Article 35 of Circular 12/2017/TT-BGTVT stipulating the re-issuance ofVietnam of new driving licenses as follows:
"Article 35. New issuance of driving licenses
1. The person who passes the test results is granted a driving license in the correct class that has been recruited; for the case of upgrading or re-issuing due to the expiry of the use period specified in Clause 1, Article 36 of this Circular, the original driver's license must be presented when receiving the driver's license.
2. Based on the decision to recognize the successful candidate for the test, the Director General of the Directorate for Roads of Vietnam and the Director of the Department of Transport shall issue a driving license to the successful candidate.
The date of matriculation written on the back of the driver's license is the date of signing the decision on recognition of passing the test.
3. The time to issue a driving license is no later than 10 working days from the date of the end of the test.
4. Individuals who pass the test and wish to receive a driving license at home, within 03 days from the end of the test, register through the online public service system to the Directorate for Roads. Vietnam or the Department of Transport."
Thus, the re-issuance ofVietnam of a new driving license is regulated as above.
Instructions for documents and procedures for re-issuance of a driver's license in 2022?
Pursuant to Article 36 of Circular 12/2017/TT-BGTVT (Clause 4, Clause 8 is annulled by Clause 2, Article 2 of Circular 04/2022/TT-BGTVT) stipulating documents and procedures for re-issuance ofVietnam of driving license vehicle as follows:
"Article 36. Re-issuance of driving licenses
1. Driver's license has expired
a) From 03 months to less than 01 year from the expiry date, the theory test must be re-tested in order to re-issue the driving license;
b) From 01 year or more, from the date of expiration, both theory and practice must be re-tested in order to re-issue a driving license.
Dossier for re-testing shall comply with the provisions of Clause 3, Article 19 of this Circular.
2. Drivers license holders who have lost their driving license, still have the expiry date or less than 3 months after the expiry date, may be considered for re-issuance of the driving license.
Records include:
a) An application form for re-issuance of a driving license, made according to the form provided in Appendix 19 to this Circular;
b) Original documents matching the driving license (if any);
c) The driver's medical examination certificate issued by a competent medical facility as prescribed, except for the case of re-issuance of the A1, A2, A3 class driver's license indefinitely;
d) A copy of the people's identity card or citizen identification card or a valid passport with the number of the identity card or citizen identification card (for Vietnamese) or a valid passport (for foreigners, Vietnamese people residing abroad).
When going to carry out the procedures for re-issuance of a driver's license at the Directorate for Roads of Vietnam or the Department of Transport, the driver sends 01 set of documents, takes photos in person and presents, the originals of the above documents. (except for the originals sent) for comparison. After 02 months from the date of submission of complete documents, take photos and pay the prescribed fees, if it is not detected that the driver's license is being seized and handled by the competent authorities; whose name is in the records of the testing management agency, the driver's license will be re-issued.
3. The driver's license is lost, has expired for 03 months or more, is listed in the dossier of the testing management agency, is not in the case of being seized by the competent authorities, After 2 months from the date of submission of complete and valid dossiers as prescribed, the following contents must be re-examined:
a) Past the expiry date from 03 months to less than 01 year, must take the theory test again;
b) Past the expiry date of 01 year or more, both theory and practice must be re-tested.
Dossiers for re-examination shall comply with the provisions of Clause 4, Article 19 of this Circular.
5. The admission date is written on the back of the re-issued (reinstated) driver's license, calculated according to the matriculation date of the old driver's license.
6. Time for re-issuance of driving license is the same as for new issuance.
7. Those who take the test again need to review, register with the driver training institutions for review instructions, must pay the review fee as prescribed, do not have to re-learn according to the training program."
