Who Opens and Closes the 6th Session of the 15th National Assembly?
Based on Article 11 of the Rules of Procedure for the National Assembly Session issued with Resolution 71/2022/QH15, the regulations are as follows:
Opening and Closing of the National Assembly Session
1. The National Assembly session in mid-year opens on May 20; the year-end National Assembly session opens on October 20. If May 20 and October 20 fall on a Friday of the week or a legal holiday, the opening day of the National Assembly session will be the next working day. In case of force majeure preventing the organization of the National Assembly session at these times, the date for the opening of the National Assembly session will be decided by the Standing Committee of the National Assembly.
The opening day of the first session of each term of the National Assembly is decided by the Standing Committee of the previous term of the National Assembly no later than 60 days from the date of the National Assembly election.
The opening day of the final session of the term and extraordinary sessions of the National Assembly are decided by the Standing Committee of the National Assembly.
2. The Chairman of the National Assembly opens and closes the National Assembly sessions. At the first session of each term of the National Assembly, the Chairman of the previous term opens the session.
3. At the opening and closing sessions of the National Assembly, the Secretary-General of the National Assembly will announce the reasons and introduce the attendees.
At the beginning of the opening session and the conclusion of the closing session, the National Assembly holds a flag-raising ceremony. At the flag-raising ceremony, the military band plays the national anthem, and the National Assembly members and attendees sing the national anthem.
The opening day for the 6th session of the 15th National Assembly falls on October 20, 2023. However, October 20 is a Friday. Therefore, the 6th session of the 15th National Assembly will open on October 23, 2023.
Thus, the Chairman of the National Assembly will open and close the 6th session of the 15th National Assembly on the upcoming October 23.

According to Article 2 of the Rules of Procedure for the National Assembly Session issued with Resolution 71/2022/QH15, it is stated as follows:
Presiding over the National Assembly Session
The Standing Committee of the National Assembly presides over the National Assembly session according to the provisions of the Law on the Organization of the National Assembly, ensuring that the National Assembly session is conducted democratically, legally, and effectively according to the program approved by the National Assembly, ensuring the National Assembly fully performs its duties and powers.
Thus, the Standing Committee of the National Assembly will preside over the 6th session of the 15th National Assembly that will occur in October 2023.
How is the Program for the National Assembly Session Reviewed and Approved in the Preparatory Session?
According to Clause 4, Article 6 of the Rules of Procedure for the National Assembly Session issued with Resolution 71/2022/QH15, it is stipulated as follows:
Program for the National Assembly Session
1. Based on the laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, recommendations of the President, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy, the State Auditor General, the Ethnic Council, the Committees of the National Assembly, and National Assembly deputies, the Standing Committee of the National Assembly plans the program for the National Assembly session.
2. The formulation of the projected program for the National Assembly session must ensure it matches practical requirements; prioritizing the allocation of time for debates on law projects, draft resolutions submitted for National Assembly approval in the session over law projects, draft resolutions submitted for comments; the socio-economic discussion sessions are organized before the questioning session; related issues in various fields are scheduled for debate consecutively.
3. The projected program for the National Assembly session is sent to get opinions from the National Assembly deputies and related agencies and organizations no later than 30 days before the opening day of regular sessions and no later than 07 days before the opening day of extraordinary sessions.
4. The program for the National Assembly session is reviewed and approved by the National Assembly in the preparatory session according to the following procedure:
a) The Standing Committee of the National Assembly reports on the explanations, acceptance, and revisions of the projected program for the National Assembly session.
At the first session of each National Assembly term, the Standing Committee of the previous term reports on the explanations, acceptance, and revisions of the projected program for the National Assembly session;
b) The National Assembly reviews and approves the program for the National Assembly session.
The program for the National Assembly session is reviewed and approved by the National Assembly in the preparatory session according to the following procedures:
(1) The Standing Committee of the National Assembly reports on the explanations, acceptance, and revisions of the projected program for the National Assembly session.
At the first session of each National Assembly term, the Standing Committee of the previous term reports on the explanations, acceptance, and revisions of the projected program for the National Assembly session;
(2) The National Assembly reviews and approves the program for the National Assembly session.
