2. The time for evaluating and classifying the quality of officials and public employees is carried out before December 15 every year, prior to the evaluation and classification of party members' quality and the annual review and commendation of the agency, organization, or unit.
For public service providers operating in the field of education, training, and some other fields where the work year ends before December every year, the head of the public service provider shall decide the time for evaluating and classifying the quality of the public employee.

Based on the provisions of Article 9 of Decree 90/2020/ND-CP, the criteria for classifying the quality of an official at the level of completing tasks well are as follows:

1. Officials without leadership or management positions who meet all the following criteria shall be classified at the level of completing tasks well:
a) Meeting the criteria specified in Clauses 1, 2, 3, and 4 of Article 3 of this Decree;
b) Completing 100% of tasks as stipulated by law, planned or specifically assigned tasks on time, ensuring quality and efficiency;
2. Officials with leadership or management positions who meet all the following criteria shall be classified at the level of completing tasks well:
a) Meeting the criteria specified in Clauses 1, 2, 3, 4, and Point a, Clause 5 of Article 3 of this Decree;
b) All criteria for achieving results of tasks as stipulated by law, planned or specifically assigned tasks are completed on time, ensuring quality and efficiency;
c) Leading, directing, and managing agencies, organizations, units, or the assigned sector to achieve all targets and tasks, with at least 80% completed on time, ensuring quality;
d) 100% of agencies, organizations, and units under direct management and supervision are evaluated at the level of completing tasks or higher.
Thus, the criteria for classifying the quality of officials without leadership positions and officials with leadership positions at the level of completing tasks well include the criteria mentioned above.
