Circular 25/2023/TT-BCT promulgated on November 30, 2023, regulates the official identification number for employed personnel at Market Control agencies at various levels.
In the Appendix issued with Circular 25/2023/TT-BCT, the official identification number for Market Control in 63 provinces and cities, effective from January 20, 2024, is specified as follows:
(1) Official identification number for central Market Control agencies: TW-QLTT (a series of natural numbers assigned to the official).
Example: TW-QLTT026
(2) Official identification number for provincial Market Control agencies: (Provincial Market Control Department code)-QLTT (a series of natural numbers assigned to the official).
Example: T01-QLTT012

Article 4 of Circular 25/2023/TT-BCT stipulates the procedure for issuing official identification numbers as follows:
Procedure for issuing official identification numbers
1. The application file for issuing the official identification number includes:
a) A written request for issuing the official identification number from the Market Control agency where the official is recruited, received, transferred, appointed, rotated, seconded (hereinafter collectively referred to as received);
b) One (1) notarized copy of the decision to receive the official into the Market Control agency.
2. Issuance procedure:
a) Within 10 working days from the date the official is received to work at the central Market Control agency, the Department of Personnel Organization under the General Department of Market Control shall prepare an application file for issuing the official identification number and submit it to the Director General of the General Department of Market Control for consideration and decision.
Within 15 working days from the day the official is received to work at provincial Market Control agencies, the head of the provincial Market Control agency shall prepare an application file for issuing the official identification number for the unit's official and submit it to the Director General of the General Department of Market Control for consideration and decision;
b) Within 15 working days from the date of receiving a complete application file, the Director General of the General Department of Market Control shall decide on the issuance of the official identification number for the proposed official.
The application file for issuing the official identification number for personnel employed at Market Control agencies at various levels from January 20, 2024, includes the following documents:
- A written request for issuing the official identification number from the Market Control agency where the official is recruited, received, transferred, appointed, rotated, seconded (hereinafter collectively referred to as received).

Article 5 of Circular 25/2023/TT-BCT stipulates the cases where the official identification number of personnel employed at Market Control agencies at various levels can be revoked from January 20, 2024:
Revocation of official identification numbers
1. The official identification number is revoked in the following cases:
a) Officials transfer to work at another Market Control agency or another agency or organization;
b) Officials retire, resign, are dismissed, or in other cases no longer work at Market Control agencies at various levels.
2. Within 15 working days from the date of a decision or written confirmation from the competent authority regarding the official in the cases specified in Clause 1 of this Article, the Director General of the General Department of Market Control shall decide on the revocation of the official identification number.
3. Officials in the cases specified in Clause 1 of this Article are not allowed to use the official identification number from the effective date of the decision or written confirmation from the competent authority.
The official identification number is revoked in the following cases:
- Officials transfer to work at another Market Control agency or another agency or organization.
- Officials retire, resign, are dismissed, or in other cases no longer work at Market Control agencies at various levels.
In addition, the Director General of the General Department of Market Control is the authority with the power to revoke the official identification number.
Circular 25/2023/TT-BCT comes into effect on January 20, 2024.
