2. Auction service commissions and auction cost paid to auction organizations
a) For each license plate to be auctioned, auction service commissions paid to auction organizations shall equal 8% of starting bid and do not include VAT and auction costs;
b) Auction costs paid to auction organizations shall equal 10.000 VND for each license plate put up for auction.
Accordingly, the auction service commissions and auction cost paid to auction organizations are specifically regulated as:
- For each license plate to be auctioned, auction service commissions paid to auction organizations shall equal 8% of starting bid,
Note: the above auction service commissions do not include VAT and auction costs;

Vietnam: Who has the authority to decide on the quantity of motor vehicle license plates to be auctioned?
Pursuant to Article 5 of Decree 39/2023/ND-CP regulating the quantity and license plates of cars put up for auction as follows:
Quantity and code of motor vehicle license plates to be auctioned
The Minister of Public Security shall decide on the quantity of motor vehicle license plates to be auctioned at each auction session, including motor vehicle license plates of provinces and central-affiliated cities that contain the following codes: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z, have white background with black lettering, have not been registered, are to be issued anew, are currently logged in managing system for motor vehicle license plate auctions of the Ministry of Public Security and provide police authorities of provinces and central-affiliated cities with additional license plates in case license plates available for registration have depleted before the next auction session starts.
Accordingly, motor vehicle license plates of provinces and central-affiliated cities that contain the following codes: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z,
The Minister of Public Security shall decide on the quantity of motor vehicle license plates to be auctioned at each auction session.
What are the regulations on selection of car license plates put up for auction in Vietnam?
Pursuant to Article 2 of Resolution 73/2022/QH15 regulating car license plates put up for auction, property auction organizations are organized as follows:
Car license plates put up for auction, property auction organizations
1. The car license plate put up for auction is the one having white background with black letters and numbers, except for license plates issued to cars of military enterprises and projects, business entities in joint venture with foreign partners, cars of foreign organizations and enterprises, diplomatic missions, consular agents, representative offices of international organizations and foreigners working in foreign and international agencies and organizations operating in the Vietnamese territory.
2. The selection of car license plates put up for auction is regulated as follows:
a) The Ministry of Public Security and the property auction organization are responsible for making public the car license plates specified in Clause 1 of this Article that have not been registered or are expected to be issued on the national web portal on property auctions, the website of the Ministry of Public Security, the website of the Traffic Police Department and the online website of the property auction organization;
b) Organizations and individuals may select car license plates of provinces and centrally-affiliated cities to register for auction;
c) The car license plate that is not selected for auction, and the car license plate that is not successfully auctioned shall be immediately transferred to the vehicle registration and management system for registration according to regulations.
3. During the implementation of this Resolution, the Ministry of Public Security shall select a property auction organization among property auction organizations having an online auction website, ensuring compliance with network security requirements when connecting to the vehicle registration and management system to hold car license plate auctions.
Accordingly, the selection of car license plates put up for auction is regulated as follows:
- The Ministry of Public Security and the property auction organization are responsible for making public the car license plates;
- Organizations and individuals may select car license plates of provinces and centrally-affiliated cities to register for auction;
- The car license plate that is not selected for auction, and the car license plate that is not successfully auctioned shall be immediately transferred to the vehicle registration and management system for registration according to regulations.
