Signing documents
1. The power to sign documents by the Minister, Vice Ministers, and heads of units under and affiliated with the Ministry shall be carried out in accordance with legal regulations and the Working Regulations of the Ministry of Home Affairs.
2. The person signing the document must be responsible before the law for the document signed and promulgated by them. The Minister shall be responsible before the law for all documents promulgated by the Ministry of Home Affairs.
3. For physical documents, a blue ink pen should be used when signing, and easily faded inks should not be used.
4. For electronic documents, the authorized person shall use a digital signature. The position and image of the digital signature shall comply with Appendix I of Decree No. 30/2020/ND-CP dated March 5, 2020, of the Government of Vietnam.

If errors are found, the document shall be returned to the drafting unit for amendment and completion.

d) The summary of comments from relevant organizations and individuals (if any);
dd) The appraisal document of the Legal Department of the Ministry of Home Affairs (for normative documents);

4. The dossier submitted for signing the electronic documents is established based on the incoming electronic documents:
a) The submission to the Ministry Leadership;
b) The draft document to be signed (for documents related to finance and budget estimates, the responsible person of the unit drafting the document must initial at the end of the document content after the ./.);
c) The summary of comments from relevant organizations and individuals (if any);
d) The appraisal document of the Legal Department of the Ministry of Home Affairs (for normative documents);
dd) Related documents.
5. The procedure for submitting documents for signing follows the Ministry of Home Affairs' ISO process for document signing.
