Pursuant to Clauses 3 and 4, Article 2 of Regulation 131-QD/TW 2023, the definitions are as follows:

3. Corruption in the work of Party discipline inspection, supervision, and in inspection and auditing activities is the act of an authorized person exploiting or abusing their assigned position and authority for personal gain or other personal motives.

4. Pursuant to Article 4 of Regulation 131-QD/TW 2023, corrupt and negative acts in the work of Party discipline inspection, supervision, and in inspection and auditing activities include:

1. Bribery, accepting bribes, bribery brokerage, conspiring with responsible persons, authorities, or relevant individuals to mitigate or avoid accountability for violators.
2. Providing, disclosing information, documents, and records of the subject of inspection to unauthorized organizations and individuals, especially information, documents, and records under inspection, supervision, Party discipline enforcement, or inspection and auditing.
3. Receiving money, assets, other material benefits, or non-material benefits, participating in recreational activities of the subject of inspection or those related to the subject of inspection.
4. Exploiting personal relationships or leveraging their position, work advantages, personal or others' reputations to influence, seize opportunities, apply pressure on the inspected subject or relevant organizations, and individuals for profiteering or other personal motives.
5. Exploiting internal information or disadvantageous information of organizations or individuals to set conditions, apply pressure on the inspected subject, or authorities responsible for the tasks of inspection, supervision, Party discipline enforcement, inspection, and auditing for profiteering or other personal motives.
6. Allowing family members to exploit their position and authority to manipulate or interfere in Party discipline inspection, supervision, enforcement, and auditing activities.
7. Imparting personal intentions, setting imposition criteria, conditions, comments, and evaluations that are not accurate or true to take advantage of or disadvantage the inspected subject.
8. Certifying, commenting, evaluating, concluding, and proposing inaccurately or falsifying the contents of files, the essence of the case, violations of the inspected subject.
9. Negotiating, setting conditions with the inspected subject or those related to them; incorrectly performing or incompletely executing regulations, altering, or distorting the results, conclusions of inspection, supervision, inspection, and auditing.
10. Failing to recommend or propose matters to competent authorities for legal handling when discovering probable criminal acts; not recommending or directing material recovery, disciplinary action within their authority for violations during inspections, supervision, inspections, and auditing.

20. Not promptly changing inspection, supervision, Party discipline enforcement, inspection, auditing team members when there are grounds to determine members are not impartial, objective in their work; not promptly directing or resolving team difficulties.
21. Not promptly inspecting, supervising, auditing organizations, agencies, units, and individuals with signs of violations, receiving verified complaints and accusations.
22. Other corrupt or negative acts as regulated by the Communist Party and law.

Principles of Power Control and Prevention of Corruption and Negative Acts in the Work of Party Discipline Inspection, Supervision, and in Inspection and Auditing Activities According to the Politburo

Pursuant to Article 3 of Regulation 131-QD/TW 2023, the principles are as follows:

1. Ensure the centralized, unified, strict, and comprehensive leadership of the Communist Party over the work of inspection, supervision, Party discipline enforcement; control of state agencies in inspection, auditing activities; supervision by elected bodies, the Vietnam Fatherland Front, political-social organizations, and the people in these activities.

2. Establish mechanisms for prevention and ensuring all power is tightly controlled, authority must be associated with responsibility. Transparency, openness associated with accountability of agencies, organizations, and authorized individuals in the work of inspection, supervision, Party discipline enforcement, and inspection, auditing activities.

3. Ensure independence, objectivity, fully implement, and strictly adhere to working regulations, procedures, inspection, supervision, Party discipline enforcement, inspection, auditing processes; build, and implement an integrity culture, without corruption, negative acts in task performance.

4. Timely detection, prevention, and strict handling of acts of exploiting or abusing position, authority, corruption, negative acts in the work of inspection, supervision, Party discipline enforcement, and inspection, auditing activities.

5. Adhere to the guidelines and regulations of the Communist Party and the law of the State.
