According to the provisions of Decree 86/2023/ND-CP, which sets out the standard framework, order, procedures, and dossier for considering the "Family of Culture," "illage or street quarter of culture," "Typical commune, ward, or town" titles in Vietnam.
In Clause 4, Article 6 of Decree 86/2023/ND-CP, it is stipulated circumstances under which the title will not be considered as follows:

4. Members of the family who violate one of the following cases are not considered for the title “"Family of Culture" title”:
a) Criminal prosecution;
b) Failure to fulfill military service obligations and tax obligations;
c) Administrative penalties for: Child marriage, organizing child marriage; violations of regulations on marriage, divorce, and violations of one-wife, one-husband policy;
d) Administrative penalties for: Violations of public order regulations; illegal gambling; prevention of social evils; fire prevention and fighting, rescue, and prevention of domestic violence.
Thus, if a family member violates one of the following cases, the family will not be considered for the "Family of Culture" title:
- Criminal prosecution;
- Failure to fulfill military service obligations and tax obligations;
- Administrative penalties for: Child marriage, organizing child marriage; violations of regulations on marriage, divorce, and violations of one-wife, one-husband policy;
- Administrative penalties for: Violations of public order regulations; illegal gambling; prevention of social evils; fire prevention and fighting, rescue, and prevention of domestic violence.

The "Family of Culture" title is awarded based on the following standard groups:
- Exemplary compliance with the policies of the Communist Party and the laws of the State
- Actively participating in labor, production, learning, security, order, and social safety movements of the localities
- A warm, progressive, happy, and civilized family; often close-knit, united, and supporting one another in the community
What is the standard framework for the "Family of Culture" title 2024?
According to the provisions of Article 6 of Decree 86/2023/ND-CP, Appendix I issued together with Decree 86/2023/ND-CP.
The standard framework for the "Family of Culture" title is determined as follows:

- Summary list sheet of families meeting the standards and the results of public opinion consultation (Form No. 02);
- Meeting minutes for considering the ""Family of Culture" title" title (Form No. 03).
Decree 86/2023/ND-CP is effective from January 30, 2024.
