According to the current law, what conditions must be met to participate in advanced political theory training? Recently, my agency is evaluating and reviewing criteria to select suitable subjects to participate in advanced political theory training. In case I also want to participate in advanced political theory training, what conditions do I need to meet before I can participate in the training? Hope to get your answer soon.

What is political theory training?

Clause 1 Article 3 of Regulation 57-QD/TW of Vietnam in 2022 on trainees, qualification requirements and delegation of authority and responsibility for political theory training as follows:

“Article 3. Definitions
For the purposes of this Regulation, the terms below shall be construed as follows:
1. “political theory training” refers to a process of imparting and absorbing political theory; consolidating the worldview, outlook on life, revolutionary theory of Marxism - Leninism, Ho Chi Minh Thought, viewpoints and guidelines of CPV, policies and laws of the State; raising political awareness and courage, affirming faith in CPV, State and socialist regime; developing the officials’ vision, thinking, methods, and skills in leadership, management and practical application. Political theory training covers three levels: elementary, intermediate and advanced.”

What is advanced political theory training?

Advanced political theory training, also known as advanced political theory, is specified in Clause 4, Article 3 of Regulation 57-QD/TW of Vietnam in 2022, specifically:

“Article 3. Definitions
For the purposes of this Regulation, the terms below shall be construed as follows:
4. “advanced political theory” refers to a level of theory training at which senior and mid-level office-holders are trained; study basic, systematic, practical, modern and comprehensive knowledge about Marxism - Leninism, Ho Chi Minh Thought; viewpoints and guidelines of CPV, policies and laws of the State; have their vision, strategic thinking, skills in leadership, management and practical application developed.

What requirements must be met in order to participate in advanced political theory training?

Pursuant to Article 6 of Regulation 57-QD/TW of Vietnam in 2022 on subjects and standards when participating in advanced political theory training (also known as advanced political theory) as follows:

1. Trainees

1.1. Officials, public officials and public employees

a) Heads of departments (units equivalent to departments) of districts and provinces.

b) Members of CPV organizations of districts or higher; members of CPV organizations of provinces, leaders of provincial authorities, provincial Vietnamese Fatherland Front, provincial socio-political organizations and provincial public service providers.

c) Heads of departments (units equivalent to departments) or higher of central authorities, Vietnamese Fatherland Front, central-affiliated socio-political organizations, public service providers and CPV committees; members, boards of directors, board of members , heads of committees (units equivalent to committees) at state-owned economic groups and corporations.

d) Deputy heads of central departments (units equivalent to departments).

e) Deputy heads of planning departments of districts and provinces. Plan to choose successors to the positions specified in points b and c.

1.2. Military officials: commanding officers and political commissars of chains of district-level military command; chiefs and political commissars of regiments and equivalent; commanding officers of units under brigades and divisions, military commands, provincial Border Guard commands and equivalent; commanding officers of agencies at the operational and strategic levels; boards of directors of hospitals, research institutes, presidents and boards of directors of companies (corporations) and enterprises affiliated to the Ministry of National Defense. Officials chosen as successors to the above-mentioned positions.

1.3. Public security officials: Chiefs of district-level police divisions, chiefs of district-level police, battalion chiefs and equivalent or higher; officials chosen as successors to the above-mentioned positions. Deputy heads of divisions (equivalent) of departments (equivalent) affiliated to the Ministry of Public Security.

1.4. Officials who have been holding the primary expert or equivalent positions for 4 years; whose titles and job positions require advanced political theory training and who are expected to hold senior (or equivalent) positions.

1.5. Lecturers who have at least 5 years' experience in teaching political theory at academies and schools tasked with providing political theory training courses.

2. Qualification requirements

A trainee must:

- Be a CPV official member.

- Obtain at least a bachelor’s degree.

- Officials engaging in part-time or distance learning: 38 years of age or older for female, 40 years of age or older for male.

Thus, if you hope to participate in advanced political theory training, you need to be one of the subjects specified above. Once you have met the standards for being the subject specified above, you need to meet the additional criteria of advanced political theory training. The first criterion you need to meet is that you must be a CPV official member, then you will have to graduate from a university or higher and finally you must be officials engaging in part-time or distance learning. The prescribed age to participate in advanced political theory training is 38 years of age or older for female, 40 years of age or older for male.
