Circular 95/2023/TT-BQP applies to agencies, units, and organizations involved in the renovation of motor vehicles and specialized equipment managed by the Ministry of National Defense of Vietnam.
The content of the renovation of motor vehicles and specialized equipment managed by the Ministry of National Defense of Vietnam includes the following:
(1) Content of motor vehicle renovation:
- Changing the usage function of motor vehicles:
+ Passenger cars, transport vehicles converted into specialized vehicles or one type of specialized vehicle converted into another;
+ Specialized vehicles converted into transport vehicles or passenger cars;
+ Trailers, semi-trailers converted into specialized trailers, semi-trailers, or one type of specialized trailer, semi-trailer converted into another;
+ Installing technical equipment on motor vehicles after innovation, modernization.
- Changing the original system, assembly, with another system, assembly ensuring the combat-technical functions of the motor vehicle.
(2) Content of specialized equipment renovation:
- Changing the usage function of specialized equipment:
+ Renovating and changing the function of one type of specialized equipment to another type;
+ Installing technical equipment on specialized equipment after innovation, modernization.
- Changing the original system, assembly, with another system, assembly ensuring the combat-technical functions of the specialized equipment.

What does application for issuance of license to renovate military vehicles in Vietnam?
Based on the provisions at Clause 4, Article 8 of Circular 95/2023/TT-BQP, the application for issuance of license to renovate military vehicles in Vietnam includes the following documents:
- The vehicle - machine agency of the unit directly under the Ministry of National Defense of Vietnam is responsible for preparing the application for issuance of license to renovate military vehicles in Vietnam.
- The application for the cases stipulated at Clause 1, Article 4, Clause 1, Article 5 of Circular 95/2023/TT-BQP includes:
+ The proposal from the unit directly under the Ministry of National Defense of Vietnam requesting a renovation permit for the unit's renovated vehicles (Form No. 1, Appendix II issued with Circular 95/2023/TT-BQP); a copy of the Decision of the Chief of the General Staff approving the configuration, combat-technical functions of the post-renovated vehicles;
+ A copy of the origin documents of the vehicles not yet registered and a copy of the registration certificate for registered vehicles, a copy of the origin documents of the replaced assemblies.
- The application for the cases stipulated at Clause 2, Article 4, Clause 2, Article 5 of Circular 95/2023/TT-BQP includes:
+ The proposal from the unit directly under the Ministry of National Defense of Vietnam requesting a renovation permit for the unit's renovated vehicles (Form No. 1, Appendix II issued with this Circular);
+ A copy of the origin documents of the vehicles not yet registered;
+ A copy of the registration certificate for registered vehicles and a copy of the origin documents of the replaced assemblies.
What documents are included in the design documentation for the renovation of military vehicles?
Based on the provisions at Clause 2, Article 9 of Circular 95/2023/TT-BQP, the design documentation for the renovation of military vehicles includes the following documents:
- Technical drawings presented according to current Vietnamese Standards including: General layout drawings of the military vehicles post-renovation; general layout drawings of the military vehicles pre-renovation for comparison; installation drawings of the renovated assemblies, systems; drawings of the modified or newly manufactured details including technical requirements, technology, and materials permitted for use during renovation, replacement;
- Detailed explanatory documents including: The necessity of vehicle renovation; basic combat-technical functions of the military vehicles pre- and post-renovation; content and steps of renovation; calculations related to dynamic and kinetic properties pertinent to the renovation; strength testing and economic efficiency calculations; guidelines for using military vehicles post-renovation; conclusion.
- Requirements for technical acceptance and quality inspection of the military vehicles post-renovation.
Moreover, military vehicles being renovated are exempt from submitting design documentation in the following cases:
- Military training vehicles, examination vehicles installing or removing auxiliary brake pedals (auxiliary brake pedals linked to the main brake pedal through mechanical drive rods);
- Adding or removing dust covers for the cargo hold of dump trucks without changing the dimensions of the cargo hold;
- Adding or removing covers for the cargo compartment of pickup trucks without changing the exterior dimensions of the vehicle.
