5 New Salary Scales from July 1, 2024 When Wage Reform Will Regularly Raise Salary Grades for Which Subjects?
Recently, the Chairman of the National Assembly signed and promulgated Resolution 104/2023/QH15 on the State Budget Estimate for 2024.
According to Resolution 104/2023/QH15, comprehensive reform of wage policy will be implemented according to Resolution 27-NQ/TW of 2018 from July 1, 2024.
According to the spirit of Resolution 27-NQ/TW of 2018, the content includes constructing 5 new salary scales when implementing wage reform as follows:
Construct and promulgate a new salary scale system according to job positions, titles, and leadership positions, replacing the current salary scale system; convert from the old salary to a new salary, ensuring it is not lower than the currently enjoyed salary.
The 5 new salary scales by job position from July 1, 2024, are as follows:

Additionally, Resolution 27-NQ/TW of 2018 also outlines the determination of specific factors to design the new salary scales as follows:
Determining Specific Factors to Design the New Salary Scale
- Abolish the statutory pay rate and current salary coefficient, build a basic salary amount as specific money amount in the new salary scales.
- Implement unified contract labor policies according to the Labor Code (or service contract) for those performing administrative, service works (requiring qualifications below intermediate level), not applying the officials and public employees salary scale to these subjects.
- Determine the lowest salary level for officials and public employees in the public sector as the salary level for those performing jobs requiring intermediate-level qualifications (level 1) not lower than the lowest salary level of trained labor in the enterprise sector.
- Expand salary relations as a basis to determine specific salary levels in the salary system, gradually approaching the salary relations in the enterprise sector suitable with state resources.
- Improve policies to regularly raise salary grades and early raise salary grades for officials, public employees, and armed forces in accordance with new salary scale regulations.
Thus, from July 1, 2024, when wage reform is implemented, policies for regularly raising salary grades for the aforementioned officials, public employees, and armed forces will be perfected in accordance with the regulations of the 5 new salary scales by job position.

5 New Salary Scales by Job Position from July 1, 2024, How Will the Salary Calculation Change?
According to Resolution 27-NQ/TW of 2018, when wage reform is implemented, the statutory pay rate and current salary coefficient will be abolished, and a basic salary amount by specific money amount in the new salary scale for officials, public employees, and armed forces will be constructed.
At the same time, Resolution 27-NQ/TW of 2018 outlines the content of designing the new salary structure, including: Basic salary (approximately 70% of the total salary fund) and allowances (approximately 30% of the total salary fund). Add bonuses (the bonus fund is approximately 10% of the annual total salary fund, excluding allowances).
From July 1, 2024, when wage reform is implemented, the change in salary calculation from abolishing the statutory pay rate will be as follows:
Actual Salary = Basic Salary (70%) + Allowances (30%) (if any) |
At the same time, according to Resolution 27, bonuses (the bonus fund is approximately 10% of the annual total salary fund, excluding allowances) will be supplemented (if any).
Which Components Comprise Officials, Public Employees, and Armed Forces?
- According to the regulations in Clause 1 Article 4 of Law on Cadres and Civil Servants 2008, a cadre is a Vietnamese citizen, elected, approved, and appointed to hold a position, title according to the term in agencies of the Communist Party of Vietnam, the State, political-social organizations at the central, provincial, municipal levels, district, district-level town, provincial city, within staffing and salaries from the state budget.
- According to the regulations in Clause 2 Article 4 of Law on Cadres and Civil Servants 2008, amended by Clause 1 Article 1 of Amended Law on Cadres and Civil Servants and Public Employees 2019, a civil servant is a Vietnamese citizen recruited, appointed to a rank, position, or title corresponding to a job position in agencies of the Communist Party of Vietnam, the State, political-social organizations at central, provincial, and district levels; in agencies, units of the People's Army not officers, professional soldiers, defense workers; in agencies, units of the People's Police not officers, professional non-commissioned officers, police workers, within staffing and salaries from the state budget.
- According to the regulations in Article 2 of Law on Public Employees 2010, a public employee is a Vietnamese citizen recruited according to job position, working at public service providers according to working contract policies, salaries from the wage fund of public service providers according to the law.
- According to Article 23 of National Defense Law 2018, the composition, tasks of the armed forces are as follows:

1. The People's Armed Forces include the People's Army, the People's Police, and the Militia and Self-Defense Forces.

The People's Armed Forces absolutely loyal to the Fatherland, People, Communist Party, and State; tasked with readiness to fight, fight, serve combat, protect independence, sovereignty, unity, territorial integrity of the Fatherland, national security, social order and safety; protect the People, Communist Party, State, socialist regime policies, revolutionary achievements; collaborate with all the people to build the country and fulfill international obligations.
Thus, according to the above regulations, the People's Armed Forces of Vietnam include 03 forces: the People's Army, the People's Police, and the Militia and Self-Defense Forces.
