5 Steps to Check, Review Information, and Register for Enrollment that Parents Need to Pay Attention to Regarding Primary Enrollment in Ho Chi Minh City?
On June 14, 2023, the Department of Education and Training of Ho Chi Minh City issued Official Dispatch 3052/SGDDT-KTKD year 2023 guiding the implementation of primary enrollment for the academic year 2023-2024, after June 13, 2023.
In the Official Dispatch, the content guiding the 5 steps for parents to check, review information, and register for enrollment at the primary level in Ho Chi Minh City is as follows:
+ From June 6, 2023, to the end of June 23, 2023: In this official period, the primary enrollment information system is completely renewed, and parents are required to check, review the information, and register for enrollment. Parents and students must follow these 05 steps:
Step 1. Research information about the schools, and initial grades on mass media, the electronic portals of educational institutions, local primary enrollment plans, and through official channels of the Department of Education and Training.
Step 2. Access the primary enrollment system using the ID number and date of birth registered with the local government and educational units at: https://tuyensinhdaucap.hcm.edu.vn
Step 3. Check, review the student’s data. The results can lead to:
o Case 1: If there is misinformation, parents and students must contact the local Department of Education and Training or the school to adjust the information.
o Case 2: If the information is correct, parents and students proceed to choose one district (District, City Thu Duc) to register for enrollment. The local area for enrollment is divided into 3 categories:
+ Category 1: Based on permanent residence address.
+ Category 2: Based on temporary residence (current address).
+ Category 3: Based on the current school.
The online enrollment system will automatically categorize the three types of areas based on stored data. Note: For category 2 or 3, City Thu Duc Enrollment Committee and district enrollment committees will prioritize accepting students on the allocated list per the city's mobilization and enrollment plan for primary grades before considering other cases.
Step 4. When pressing confirm after reviewing the information and registering for enrollment on the system, parents and students will have 24 hours to reconsider and adjust, after which the system will lock and no adjustments can be made.
Step 5. From July 20, 2023, to the end of August 1, 2023, parents and students can access the primary enrollment page to view the results (the timeframe may change depending on the local primary enrollment plan).
- If agreeing with the result, parents must confirm the school admission on the online enrollment system, then submit the paper documents directly to the school as per the local mobilization and enrollment plan for primary grades.
- If not agreeing with the result, parents can register for the second round of admission per the mobilization plan of City Thu Duc and the districts. This is done online at: https://tuyensinhdaucap.hcm.edu.vn
- Based on the city’s mobilization and enrollment plans and online admission confirmations of the students, the Departments of Education and Training will consider the second round of enrollment for cases missing ID numbers or seats.

Strive to Mobilize 100% of Five-Year-Old Children Residing in Ho Chi Minh City into Kindergarten?
In Subsection 1, Section I, Part B of the Plan issued with Decision 1153/QD-UBND year 2023 regarding the mobilization of children into kindergarten, the content is as follows:
- Strive to mobilize 100% of five-year-old children residing in City Thu Duc, districts, into kindergartens according to the plans by the Primary Enrollment Committee of City Thu Duc and districts (referred to as the Primary Enrollment Committee). There are plans to ensure seats for children under five years old gradually increasing the mobilization rate of toddlers.
Strive to ensure all children within the age range are registered or updated with information in the primary enrollment database of the city's education sector (where the “current address” information needs to be accurately reviewed and updated) and must have a personal identification number.
For children without data, the Primary Enrollment Committee will guide, review, and arrange suitable school seats.
- Private kindergarten institutions receiving five-year-old children must fully implement the kindergarten curriculum and ensure the number of teachers as per the regulations.
- Enrollment work is expected to start from July 1, 2023 (completing the list of children) and results to be announced simultaneously on August 1, 2023. Ensure the full implementation of the enrollment documents and initial surveys for children.
Based on parents' demand and the conditions of the educational units, kindergartens may allow children to familiarize themselves with the school environment during summer.
How is the Enrollment into Grade 1 Implemented Online in Ho Chi Minh City?
Enrollment into grade 1 is guided in Subsection 1, Section II, Part B of the Plan issued with Decision 1153/QD-UBND year 2023 as follows:
- Strive to mobilize 100% of six-year-old children residing in City Thu Duc, districts, to enter grade 1, based on the list by the Primary Enrollment Committee.
Implement online enrollment. All children entering grade 1 must have their information registered or updated in the primary enrollment database system of the city’s education sector (the “current address” information must be accurately reviewed and updated), and must have a student identification number.
No students are to be admitted before age, and no students outside the list shall be admitted unless the allocated list from the City Thu Duc and district governments is insufficient. Admitting students outside the list shall be approved by the Primary Enrollment Committee.
- Strive to maintain class sizes according to the primary school regulations (35 students/class).
- Implement Decision 2769/QD-UBND year 2019 by the City People’s Committee to carry out the Scheme for teaching foreign languages in the national education system in Ho Chi Minh from 2019-2025. Organize English familiarization for grade 1 students according to the 2018 general education program and the city's own schedule.
- Implement Decision 762/QD-UBND year 2021 by the City People’s Committee regarding the approval of the project "Enhancing IT skills for Ho Chi Minh City students, by international standards, 2021-2030". Organize IT familiarization for grade 1, 2, and other classes based on student demand and the city's own schedule.
- Enrollment is expected to start on June 15, 2023, and results to be announced simultaneously on August 1, 2023. For schools lacking enrollment quotas as allocated by City Thu Duc and district committees, the supplement list must be reviewed by the Primary Enrollment Committee.
