5 New Salary Scales from July 1, 2024, Will Complete Early Salary Grade Promotion for Which Subjects?
Recently, the Chairman of the National Assembly signed and promulgated Resolution 104/2023/QH15 on the State Budget Estimates for 2024.
According to Resolution 104/2023/QH15, comprehensive reform of salary policies will be implemented according to Resolution 27-NQ/TW of 2018 from July 1, 2024.
Following the spirit of Resolution 27-NQ/TW of 2018, it outlines the development of 5 new salary scales as follows:
Build and promulgate a new salary scale system based on job positions, titles, and leadership positions to replace the current salary scale system; convert old salaries to new salaries, ensuring the new salary is not lower than the currently enjoyed salary.
The 5 new salary scales based on job positions from July 1, 2024, are as follows:

Additionally, Resolution 27-NQ/TW of 2018 also outlines specific elements to design the new salary scales as follows:
**** Determine specific elements to design the new salary scales
- Abolish the statutory pay rate and current salary coefficients, and develop a basic salary amount specified in the new salary scale.
- Uniformly implement labor contract policies according to the provisions of the Labor Code (or service provision contracts) for those doing service work (requiring less than intermediate training), not applying the salary scale for officials and public employees for these subjects.
- Determine the lowest salary of officials and public employees in the public sector to be the salary of a person doing work requiring intermediate training (level 1), not lower than the lowest salary of trained workers in the enterprise sector.
- Expand the salary relationships as a basis to determine specific salary levels in the salary system, gradually approaching the salary relationships of the enterprise sector suitable with the state's resources.
- Complete the policies for regular salary grade promotion and early salary grade promotion for officials and public employees and the armed forces in accordance with the provisions of the new salary scales.
Thus, from July 1, 2024, when implementing salary reform, the policies for early salary grade promotion for officials and public employees and the armed forces mentioned above will be completed in compliance with the new salary scales based on job positions.

What Allowances Will officials and public employees and the Armed Forces Receive from July 1, 2024, upon Salary Reform?
Following the spirit of Resolution 27-NQ/TW of 2018, when implementing salary reform, there will be 9 types of allowances under the new salary policies applicable to officials and public employees and the armed forces as follows:
- Concurrent position allowance;
- Seniority allowance beyond framework;
- Regional allowance;
- Job responsibility allowance;
- Mobility allowance;
- Occupational allowance;
- Allowance for working in extremely difficult areas;
- Allowance based on administrative unit classification;
- Allowance applied specifically to the armed forces.
Additionally, in Resolution 27-NQ/TW of 2018, it clearly states:
a) Design a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonuses (bonus fund accounts for about 10% of the total annual salary fund, excluding allowances).
The above allowances will account for about 30% of the total salary fund.
What Principles Will the 5 New Salary Scales Based on Job Positions Be Built Upon from July 1, 2024?
Based on Resolution 27-NQ/TW of 2018, the 5 new salary scales based on job positions from July 1, 2024, will be constructed according to the following principles:
- Develop 1 leadership salary scale applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to the commune level according to the principle:
+ The leadership salary must reflect hierarchy in the political system; anyone holding any leadership position will receive the corresponding salary for that position, if one person holds multiple positions, they will receive the highest leadership salary; identical leadership positions will have the same leadership salary; the salary of a leader at a higher level must be higher than the salary of a leader at a lower level;
+ Specify a leadership salary for each equivalent leadership position; do not categorize ministries and central authorities, committees, boards, and equivalents at the central level when developing the central-level leadership salary scale; do not differentiate different leadership salaries for the same leadership title based on the classification of local administrative units but implement it through allowance policies. The classification of equivalent leadership positions in the political system to design the leadership salary scale will be decided by the Politburo after reporting to the Central Executive Committee.
- Develop 1 professional salary scale according to the grade of official and the professional title of public employees applied commonly to officials and public employees not holding leadership titles; each grade of official and professional title of public employees has multiple salary levels according to the principle:
+ The same level of job complexity receives the same salary; higher than normal working conditions and occupational preferences will be implemented through occupational-based allowance policies; rearrange the group of grades and the number of levels within the grades of officials and professional titles of public employees, encouraging officials and public employees to enhance their professional and technical expertise.
+ The appointment to the grade of official or the professional title of public employees must be linked to the job position and the structure of the grade of official or professional title managed by the agency, organization, or unit employing officials and public employees.
- Develop 3 salary scales for the armed forces, including:
+ 1 salary scale for military officers, police officers, and non-commissioned officers (based on position, title, and military rank or police rank);
+ 1 salary scale for professional soldiers and technical police officers;
+ 1 salary scale for defense workers and police workers (maintaining the current salary correlation between the armed forces and administrative officials).
