    5 New Salary Tables by Job Position Will Be Based on More Than 10 Decrees and Circulars for Implementation?

    At the regular press conference of the Government of Vietnam, the implementation of Resolution 27-NQ/TW of the Seventh Plenum of the 12th Central Committee on wage policy reform for officials and public employees, armed forces; based on the conclusions of the Eighth Plenum of the 13th Central Committee, the Resolution of the 15th National Assembly, the Prime Minister of the Government of Vietnam immediately issued a decision on the plan to implement wage reform.

    The Acting Director of the Department of Wages stated that after the directive was issued, efforts were quickly made to concentrate on the task, reporting to the Politburo for their opinions.

    After the opinions of the Politburo, the Ministry of Home Affairs drafted a proposal to submit to the Government of Vietnam to issue a decree on new salary policies.

    According to Resolution 01/NQ-CP 2024, the Government of Vietnam assigned the Ministry of Home Affairs to complete the drafting of a decree on new salary policies for officials and public employees and the armed forces by May 2024.

    Hence, after the opinions of the Politburo, the Ministry of Home Affairs drafted a proposal to submit to the Government of Vietnam to issue a decree on new salary policies.

    Additionally, barring any changes, there will be a decree on new salary policies for officials and public employees and the armed forces by May 2024. (meaning that 5 new salary tables will have a decree on new salary policies for officials and public employees and the armed forces by May 2024).

    How Many Salary Tables Will Be Designed When Wage Reform Begins on July 1, 2024?

    According to point b, sub-item 3.1, Section 3 of Resolution 27-NQ-TW 2018, it is clearly stated that the salary tables according to Resolution 27 will be designed as follows:

    3.1. For officials and public employees and the armed forces (public sector)

    a) Design a new salary structure, including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonus (the bonus fund is about 10% of the total salary fund of the year, excluding allowances).

    b) Develop and issue a new salary system according to job positions, titles, and leadership positions, replacing the current salary system; switch from the old salary to the new salary, ensuring it is not lower than the current salary, including:

    - Develop 1 salary table for leadership positions applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to communal levels according to the principle: (1) The leadership salary must reflect the hierarchy in the political system; holding which leadership position means receiving the salary for that position, if one person holds multiple positions, they receive the highest leadership salary; equivalent leadership positions receive the same leadership salary; the salary of the leader of a higher level must be higher than the salary of the leader of a lower level; (2) Specify one leadership salary for each type of equivalent position; do not classify ministries and central authorities, departments, committees, and equivalents at the central level when developing the central leadership salary table; do not differentiate the leadership salary for the same title according to administrative unit classification at the local level but implement it through allowance policies. Equivalent leadership classification in the political system for leadership salary design is decided by the Politburo after reporting to the Central Committee.

    - Develop 1 professional salary table according to official ranks and public employee titles applicable to officials and public employees not holding leadership titles; each official rank, public employee title has multiple salary levels according to the principle: Same job complexity receives the same salary; higher than normal working conditions and professional preferences are implemented through professional allowance policies; reorganize the official rank groups and the number of levels in the official ranks, public employee titles, encouraging officials and public employees to improve their professional qualifications. Appointment to the official rank or public employee title must be linked to the job position and the structure of official rank, public employee title managed by the agency, organization, or unit.

    - Develop 3 salary tables for the armed forces, including: 1 salary table for military officers, police officers, non-commissioned officers in specialized operations (according to position, title, and rank or promotion); 1 salary table for professional soldiers, technical professional police, and 1 salary table for national defense workers, public security workers (maintaining the salary relationship of the armed forces compared to administrative officials as currently).

    The salary system according to Resolution 27 will comprise 5 salary tables, including:

    - 1 salary table for leadership positions applicable to officials and public employees holding leadership positions in the political system from central to communal levels.

    - 1 professional salary table according to official ranks and public employee titles applicable to officials and public employees not holding leadership titles.

    - 3 salary tables for the armed forces, include:

    + 1 salary table for military officers, police officers, non-commissioned officers in specialized operations (according to position, title, and rank or promotion);

    + 1 salary table for professional soldiers, technical professional police, and

    + 1 salary table for national defense workers, public security workers (maintaining the salary relationship of the armed forces compared to administrative officials as currently).

    What is the Formula for Calculating the New Salary?

    According to sub-item 3, Section II of Resolution 27-NQ-TW 2018, it is clearly stated as follows:

    For officials and public employees and the armed forces (public sector)

    a) Design a new salary structure, including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonus (the bonus fund is about 10% of the total salary fund of the year, excluding allowances).

    The formula for calculating the new salary is as follows:

    Salary by job position = Basic salary + allowances (if any)

    Additionally, the new salary will also include bonuses (if any).
