According to Conclusion 83-KL/TW in 2024, the Politburo has proposed a salary reform under Resolution 27-NQ/TW in 2018 as follows:
The implementation of salary reform based on Resolution 27-NQ/TW in 2018 for officials and public employees and the armed forces faces numerous difficulties, obstacles, and inadequacies. Therefore, it is necessary to thoroughly review, research comprehensively, and consider carefully. Simultaneously, many Party and State laws and regulations need to be amended and supplemented to submit to the Central Committee to consider adjusting certain contents of Resolution 27-NQ/TW in 2018 to suit the practical situation.
In addition, the Politburo has requested the Central Economic Committee to oversee the summary of implementing Resolution 27-NQ/TW in 2018, in which it will cooperate with the Party Delegation of the Ministry of Home Affairs and related committees, ministries, and central authorities to study and evaluate the suitability and feasibility and propose the implementation of 5 new payrolls and 9 new allowance policies for the public sector to suit and submit to the Central Committee for consideration after 2026 when the Politburo issues and implements the system of job position catalogues within the political system.
The new 5 payrolls under Resolution 27-NQ/TW in 2018 will not be applied from July 1, 2024 according to Resolution 104/2023/QH15. The implementation of the new 5 payrolls under Resolution 27-NQ/TW in 2018 is proposed to be considered after 2026 when the Politburo issues and implements the system of job position catalogues in the political system.
Recently, the Government of Vietnam has issued Decree 73/2024/ND-CP, stipulating an increase in the statutory pay rate to 2,340,000 VND/month from July 1, 2024. Although the new 5 payrolls are not implemented yet, officials and public employees and the armed forces will still see a salary increase with the raised statutory pay rate from July 1, 2024.

What are details of the new 5 position-based payrolls in Vietnam under Resolution 27?
According to the spirit of Resolution 27-NQ/TW in 2018, 5 new payrolls will be constructed based on job positions, titles, and leadership roles, replacing the existing salary system. The conversion from old to new salaries ensures that the new salaries are not lower than the currently enjoyed salaries, including:
- 1 payroll for leaders applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central to the commune level according to principles; - 1 professional and technical payroll according to the rank of officials and professional titles of public employees applicable to officials and public employees not holding leadership positions; - 1 payroll for army officers, police officers, and non-commissioned police personnel (according to positions, titles, and military ranks or grades); - 1 payroll for professional soldiers, army technicians, and police technicians; - 1 payroll for national defense workers, military workers (maintaining the current salary correlation between the armed forces and administrative officials). |
Also, according to Resolution 27-NQ/TW in 2018, the salary reform will design 5 wage tables based on 5 factors as follows:
- Abolish the current statutory pay rate and salary coefficients; construct a base salary in specific monetary amounts in the new payroll. - Implement uniform labor contract policies under the Labor Code (or service provision contract) for those performing auxiliary and service tasks (requiring training below the intermediate level), not applying the payroll of officials and public employees to these subjects. - Determine the lowest salary for officials and public employees in the public sector is the salary of those performing tasks that require intermediate training (level 1) not lower than the lowest salary for trained laborers in the enterprise sector. - Expand the salary relationship to serve as a basis for determining specific salaries in the salary system, gradually approaching the salary relationship of the enterprise sector in line with the State's resources. - Perfect policies for regular salary raises and early salary raises for officials and public employees and the armed forces in accordance with the new payroll regulations. |
What allowances do officials, public employees, and the armed forces in Vietnam receive under the reform according to Resolution 27?
According to the spirit of Resolution 27-NQ/TW in 2018, upon salary reform, there will be 9 types of allowances according to the new salary policies applicable to officials, public employees, and the armed forces as follows:
- Concurrent position allowance;
- Seniority allowance exceeding the frame;
- Regional allowance;
- Job responsibility allowance;
- Mobility allowance;
- Occupational allowance;
- Working allowance in specially difficult regions;
- Administrative unit classification allowance;
- Allowance exclusively applied to the armed forces.
Additionally, under Resolution 27-NQ/TW in 2018, it is clearly stated as follows:
a) Design a new salary structure consisting of: Base salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add a bonus (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
These allowances will account for about 30% of the total salary fund.
