Will 40 Million Electronic Identification Accounts Be Issued to Citizens Before June 2023?
The Government of Vietnam requires 40 million electronic identification accounts to be granted to citizens by June 2023, correct?
Recently, the Prime Minister of the Government of Vietnam has issued Directive 05/CT-TTg of 2023 regarding the Scheme “Development of applications of population data, identification, and electronic authentication to serve national digital transformation for the 2022 - 2025 period, with a vision to 2030” (Scheme 06).
In Section 3 of Directive 05/CT-TTg of 2023, the Prime Minister of the Government of Vietnam requires the Ministry of Public Security to implement the construction of the National Data Center Scheme and present it to the Government of Vietnam no later than April 2023.
- Continue to improve the VNeID application, striving to issue 40 million electronic identification accounts to citizens by June 2023. Promote, persuade the public to use the VNeID application, and diversify utilities (electronic health books, judicial records, petitions and feedback, accommodation, temporary residence, integrating documents such as health insurance cards, driving licenses...) for public use, aiming to integrate 70% of electronic health records and display them on at least 30 million VNeID accounts.
Additionally, the Ministry of Public Security is required to accelerate the issuance of personal identification numbers and chip-based citizen identity cards to eligible citizens on a regular basis; standardize, update, and share information in the National Population Database with ministries, central authorities, and local authorities. Enhance support for the public in using public services that utilize citizen information, particularly in the initial period of eliminating household registration books and temporary residence books.
- Ensure integration, standardization, updating, and sharing of information in the National Population Database with ministries, central authorities, and local authorities. Enhance support for the public in accessing public services that utilize citizen information, particularly procedures related to the elimination of the paper household registration book.
- Lead and cooperate with the Office of the Government of Vietnam and relevant ministries, central authorities, and local authorities to continue effectively implementing Scheme 06. Accelerate the progress of information security inspections, cybersecurity implementations, and connecting, sharing information, and data between the National Population Database and the Administrative Procedures Resolution Information System at the ministerial and provincial levels.
The deadline for completion is March 2023.
- Urgently integrate and provide complete online public services related to residency on the National Public Service Portal, prioritizing services for permanent residence registration, temporary residence registration, and residency information confirmation.
The deadline for completion is June 2023.
At the same time, the Government of Vietnam also requires the Ministry of Public Security to cooperate with the State Bank of Vietnam in applying population information, authentication, and electronic identification to support cashless payment activities, verification of bank account holder information, and unsecured loan information.

This directive is addressed in Section 8 of Directive 05/CT-TTg of 2023 by the Prime Minister of the Government of Vietnam to the Ministry of Home Affairs as follows:
- Complete the National Database on officials and public employees, and connect and share data with the National Population Database. The deadline for completion is June 2023.
- Urgently issue guidelines on electronic archiving based on current legal provisions regarding archiving for ministries, central authorities, and local authorities to archive files, resolve administrative procedures, and exploit and reuse data in resolving administrative procedures. The deadline for completion is March 2023.
What are the tasks of the Ministry of Information and Communications in implementing Scheme 06?
Section 9 of Directive 05/CT-TTg of 2023 clearly outlines the tasks of the Ministry of Information and Communications in promoting the implementation of Scheme 06 as follows:
- Review and update the E-Government Architecture Framework 2.0, clearly defining the position and role of Scheme 06, to be completed by September 2023.
- Review and supplement the “Information and Communications Infrastructure Planning for the period 2021 - 2030, with a vision to 2050” draft, including contents related to the construction and development of national data centers, to be submitted to the Prime Minister of the Government of Vietnam in March 2023.
- Lead and cooperate with relevant ministries and central authorities to develop a Decree stipulating the list of national databases; the construction, updating, maintenance, and exploitation, and use of national databases according to simplified procedures. The time for submission is July 2023.
- Lead and cooperate with the Ministry of Public Security to research and issue technical guidelines on displaying information in chip-based citizen identity cards ensuring information security, accuracy, and legal conformity, to be completed by June 2023 for trial implementation; based on trial implementation results, research and finalize, and issue the National Technical Regulations.
- Lead and cooperate with the Ministry of Public Security, Ministry of National Defense, Office of the Government of Vietnam, Government Cipher Committee, and relevant agencies to regularly monitor, inspect, and assess information safety and coordinate activities to respond to and address information safety incidents for the National Public Service Portal, the Information System for Administrative Procedures Resolution at the ministerial and provincial levels; information systems serving the command and operations of the Government of Vietnam, the Prime Minister of the Government of Vietnam, and leaders of ministries, central authorities, and local authorities.
- Lead and cooperate with the Ministry of Public Security to urge telecommunications service providers to connect subscriber information databases with the National Population Database, standardize subscriber information after reconciliation with the National Population Database (as required in Announcement No. 174/TB-VPCP dated June 15, 2022), to be completed by February 2023.
- Guide ministries, central authorities, and local authorities in applying digital signature authentication integrated in mobile applications to provide online public services. The deadline for completion is March 2023.
- Enhance public awareness and support in using online public services, utilizing the role of community digital technology teams and one-stop service departments at all levels to guide and support the public in enhancing digital skills and effectively using online public services.
- Lead and cooperate with the Ministry of Home Affairs to assess the current status of information technology human resources in ministries, central authorities, and local authorities according to appropriate technical and technological requirements at each level, propose specific mechanisms, and reasonable incentive policies to attract high-quality human resources serving national digital transformation in state agencies, report to the Government of Vietnam in March 2023.
- Direct network providers to offer free SMS notification services to the public and businesses for some Scheme 06 implementation contents, such as notifying online public service file statuses, sending messages to citizens to implement the VNeID application, and other Scheme 06 related contents. The deadline for completion is February 2023.
- Lead and cooperate with the Ministry of Industry and Trade, State Capital Management Committee at Enterprises to direct and concentrate resources, tools, and means to provide mobile, internet, optical fiber, and electricity coverage to 266 villages and hamlets in 2023, ensuring no one is left behind across the country.
The deadline for completion is December 2023.
