Which 3 military and police salary tables will be officially applied from July 1, 2024?

On November 10, the National Assembly passed the Resolution on the State Budget Estimate for 2024. Notably, the Resolution dedicates Article 3 to the implementation of wage policy.

To be specific, the Resolution clearly states that from July 1, 2024, a comprehensive reform of the wage policy will be implemented according to Resolution 27-NQ/TW of 2018 from the Seventh Conference of the 12th Central Committee.

The funding source for wage reform is ensured from the accumulated wage reform funds of the Central budget, local budgets, and partly arranged in the balanced budget spending estimate.

At the same time, adjust pensions, social insurance benefits, monthly benefits, preferential benefits for people with meritorious services, and some social security policies that are currently tied to the statutory pay rate.

From July 1, 2024, the military and police salary tables will be constructed as follows:

- Abolish the statutory pay rate and the current salary coefficients, and establish a base salary amount specified in the new salary tables.- Expand the wage relations as a basis for determining specific salary levels in the salary system, gradually aligning with enterprise wage relations in accordance with the state's resources.- Improve policies for regular salary increments and early salary increments for officials, public employees, and armed forces in line with the new salary tables.

* The new salary structure for the military and police is designed as follows:

- Basic salary (accounting for about 70% of the total salary fund)- Allowances (accounting for about 30% of the total salary fund)- Additional bonuses (bonus fund accounting for about 10% of the annual total salary fund, excluding allowances).

Build and promulgate 3 new salary tables for the military and police according to job positions, titles, and leadership positions to replace the current salary tables; transition from old salaries to new salaries, ensuring that they are not lower than the current salaries, including:

- 1 salary table for military officers, police officers, non-commissioned operational police officers (according to titles, positions, and military or police ranks).- 1 salary table for professional soldiers, technical police specialists.- 1 salary table for national defense workers, police workers (while maintaining the wage correlation between the armed forces and administrative officials as it is currently).

Thus, from July 1, 2024, the official salary tables for the military and police will be according to positions, titles, and ranks for military officers, police officers, and non-commissioned operational police officers.

For professional soldiers and technical police specialists, there will be a separate salary table.

For national defense workers and police workers, there will be a separate salary table.

The Prime Minister stated that from 2025 onwards, wages will continue to be adjusted to increase by an average of 7% per year for officials, public employees, and armed forces until the lowest wage equals or exceeds the regional minimum wage in Region I for the enterprise sector.

Thus, from July 1, 2024, the military and police salary tables will increase for the following reasons:

What are the changes in social insurance benefits for the military and police from July 1, 2024?

From July 1, 2024, the statutory pay rate and the current salary coefficients will be abolished, and a base salary amount specified in the new salary tables will be established.

Accordingly, after the wage reform, a new salary table system will be developed and promulgated according to job positions, titles, and leadership positions for officials and public employees to replace the current salary table system; transition from old salaries to new salaries, ensuring they are not lower than the current wages.

Currently, the Social Insurance Law mandates several benefits tied to the statutory pay rate including:

- Recuperation and convalescence benefits after sickness.- One-time allowance for childbirth or adoption.- Recuperation and convalescence benefits after maternity; funeral allowance.- Monthly survivor's allowance.- ...

To ensure consistent implementation of legal regulations after wage reform, Section 6, Part III of Resolution 27/NQ-TW of 2018 has set out tasks to amend and improve laws on social insurance and laws related to wage policies in the public sector.

Thus, based on the contents mentioned above, the social insurance benefits currently tied to the statutory pay rate might be revised to fit the new wage tables starting from July 1, 2024, when the base salary will be abolished.

In Proposal 527/TTr-CP of the Government of Vietnam on the Draft Law on Social Insurance (amended) dated October 10, 2023, the Government of Vietnam is proposing to amend benefits tied to the statutory pay rate by stipulating a specific monetary amount (equivalent to the absolute value of the current regulations), while also stipulating that these amounts will be adjusted when the Government of Vietnam adjusts pensions and social insurance benefits.

Therefore, during the 2024 wage reform, social insurance benefits tied to the statutory pay rate might be altered.
