All 3 New Salary Tables for Armed Forces from July 1, 2024: Who Will Be Affected by the Wage Reform?
According to Resolution 104/2023/QH15, a comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW of 2018 from July 1, 2024.
Based on the spirit of Resolution 27-NQ/TW 2018, the reform content includes:
Constructing and issuing a system of 3 new salary tables based on job positions, titles, and leadership roles, to replace the current salary table system; transitioning old salary rates to new salary ones, ensuring they are not lower than the current wages for the following armed forces:
- 1 salary table for army officers, professional soldiers, and police officers (based on positions, titles, and military ranks or police ranks);
- 1 salary table for professional soldiers, technical expertise in the police force;
- 1 salary table for defense workers, police workers (maintaining the current salary comparison between armed forces and administrative officials).
The new salary tables based on job positions for the armed forces are designed based on the following factors:
- Abolishing statutory pay rates and the current salary coefficients, constructing a basic salary with specific monetary values in the new salary tables.
- Expanding salary relations as a basis to determine specific salary amounts in the salary system, gradually approaching the salary relations in the enterprise sector, suitable to the state's resources.
- Perfecting policies for regular salary increase and early salary raise for officials, public employees, and the armed forces in accordance with the new salary tables.
Therefore, according to the above content, from July 1, 2024, when the wage reform is implemented, 3 new salary tables will be constructed as designed above, applicable to the following subjects:
- Police officers;
- Professional police officers;
- Technical expertise in the police force;
- Army officers;
- Professional soldiers;
- Defense workers;
- Police workers.

What Allowances Will the Army and Police Receive from July 1, 2024, Post-Wage Reform?
Based on the spirit of Resolution 27-NQ/TW of 2018, the current allowance policies will be reorganized, ensuring the total allowance fund does not exceed 30% of the total salary fund as follows:

d) Reorganize the current allowance policies, ensuring the total allowance fund does not exceed 30% of the total salary fund
- Continue to apply concurrent positions allowance; over-the-frame seniority allowance; regional allowance; job responsibility allowance; mobility allowance; security, defense service allowance; and special allowance for armed forces (army, police, cipher).
- Merge professional preferential allowance, professional responsibility allowance, and hazardous and dangerous allowance (collectively called professional allowance) applicable to officials and public employees in professions, jobs with higher than normal working conditions, and suitable preferential policies of the State (education and training, health, judiciary, prosecution, civil judgment enforcement, inspection, audit, customs, forestry management, market management,...). Merge special allowance, attractiveness allowance, and long-term service allowance in socio-economically particularly difficult areas into a special difficulty area service allowance.
- Abolish professional seniority allowance (except for army, police, and cipher to maintain salary correlations with officials); leadership position allowance (as leadership positions in the political system will have salary based on position levels); party, social-political organization service allowance; public service allowance (as it has been included in the basic salary); hazardous and dangerous allowance (as hazardous and dangerous labor conditions have been included in the professional allowance).
- Define new allowance policies by administrative unit classification for commune, district, and provincial levels.
- Consistently apply monthly allowance fund for non-professional activities at the commune level, in villages, and residential groups based on the recurrent expenditure ratio of the commune People's Committee; concurrently regulate the maximum number of non-professional workers by different types of commune level, villages, residential groups. Based on that, the commune People’s Committee shall propose to the same level People’s Council specific titles entitled to allowances, allowing one title to handle multiple tasks but ensuring quality and effectiveness of assigned tasks.
Based on the above content, after wage reform, the army and police will receive the following allowances:
- Concurrent positions allowance; over-the-frame seniority allowance; regional allowance; job responsibility allowance; mobility allowance; and special allowance, professional seniority allowance for the army, police.
- Merging special allowance, attractiveness allowance, and long-term service allowance in socio-economically particularly difficult areas into a special difficulty area service allowance.
What Components Comprise the Armed Forces?
According to Article 23 of the National Defense Law 2018, the components and tasks of the people's armed forces are regulated as follows:

1. The people's armed forces consist of the People's Army, the People's Police, and the Militia and Self-Defense forces.
2. The people's armed forces are absolutely loyal to the Fatherland, the People, the Communist Party, and the State; they are tasked with being ready to fight, fighting, serving combat missions, protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland, national security, social order, and safety; protecting the People, the Communist Party, the State, socialist policies, revolutionary achievements; and building the country and fulfilling international obligations alongside the entire populace.
Thus, based on the above regulations, the Vietnamese people's armed forces include 3 components: the People's Army, the People's Police, and the Militia and Self-Defense forces.
